The Executive Director of the Indigenous Health Initiatives Program (IHIP) develops, builds, implements and inspires innovation in Indigenous health and programming through engagement with Indigenous communities and strategic partnerships for the Faculty of Medicine & Dentistry (FoMD) across and throughout the Faculty, the University campus and beyond. The IHIP represents Treaty, Metis and Inuit peoples. The FoMD is a national leader in the area of Indigenous Health and we want to continue to lead in this area. We are one of the most northern medical schools in the world and serve a catchment of patients from Northern communities. We envision ourselves The School of the North, for the North; the Executive Director for the IHIP helps position us for success.

The Executive Director will be a courageous advocate leading change and innovation through social accountability in Indigenous Health for faculty, staff, current and future learners in education and research. Internally, a key strategic mandate is to inspire and create an educational campaign within the Faculty working directly with leadership.  Many do not have a lived experience to truly understand the Indigenous perspectives and realities. It is the responsibility of this position to teach, inspire and create champions throughout the Faculty to support and advance the IHIP mandate. Externally, this position regularly engages with the media, government and key stakeholders and must do so with expert programmatic content and an extraordinary level of sophistication and skill demonstrating high emotional intelligence and robust relationship management.

The FOMD through the creation of this position and as a partner in Indigenous Health, recognizes its role in addressing the underrepresentation of Indigenous peoples in health professions, and to addressing poor health outcomes disproportionately experienced by Indigenous peoples. We remain committed to advancing Indigenous Health and the programs that support this mandate. We are a member of The Association of Faculties of Medicine of Canada (AFMC) who has obligations under the Joint Commitment to Action on Indigenous Health. This powerful framework for reconciliation also includes annually reporting back to the Association and its members on our accountabilities. Key themes and prioritized action statements guide the work of the Faculty which include; Indigenous Community Relationships, The Learning Environment, Admissions, Curriculum and PGME. It is the responsibility of the Executive Director to work collaboratively with Indigenous peoples /communities, the faculty, and community partners to develop, implement and report on these accountabilities.

The Executive Director must strategically navigate a delicate balance of the realities of the community it serves with the demands and constraints placed upon the Faculty and University. The position is responsible for working with and advocating for under-represented (often at risk) individuals living in communities, sometimes with extremely difficult circumstances which may include socioeconomic disadvantages, mental health concerns, generational abuse, etc. This individual must navigate the delicate balance of an aggressive focus on leading medical education and research objectives to address the needs of the Faculty, the University and communities we serve, while ensuring respect and cultural safety.

Although Indigenous Health is a strategic priority and socially accountable commitment it is critically important that the Executive Director build a financially sustainable model that supports and grows the IHI program with a deep contextual awareness of the significant funding constraints of the Faculty and University. This will need to be done through strategic partnering with Government, Advancement, research sponsors, other University collaborators, industry advocates, key stakeholders and partners. It is the responsibility of this position to develop and prove this financially sustainable model in an immediate three year term to support the Deanery in its future program decision making. This position reports to the Vice-Dean of Education.

Responsibilities include:

  • Provide strategic leadership for the Indigenous Health Initiatives Program (IHIP) in the FoMD;
  • Management and oversight of the Indigenous Health Initiatives Program;
  • Lead FoMD’s response to the Truth and Reconciliation Commission’s Calls to Action and the AFMC’s Joint Commitment to Action; and
  • Lead, develop, maintain and act as the primary liaison in stewarding relationships between FoMD and Indigenous Elders, communities and organizations to meet communities’ identified health priorities.

The successful candidate will possess a minimum of an Undergraduate degree in education, community development, social work, or other relevant discipline; Masters degree is preferred.  An additional requirement is five years of management experience with demonstrated experience in effective program development and staff management.

Required knowledge in the following:

  • Indigenous cultures, values and teachings. Indigenous language and/or lived experience would be an asset;
  • Current and emerging issues of importance to Indigenous people and communities;
  • Indigenous and mainstream health education issues and trends;
  • The local Treaty areas, Metis settlements, Inuit peoples and other Indigenous communities;
  • Working knowledge of federal agencies with responsibility for Indigenous peoples’ health and health education programs, Alberta Treaty Organizations, relevant Treaty, Metis and Inuit national offices, Indigenous community agencies and organizations;
  • Understand limits of independent actions;
  • Experience in organizational aspects of medical education;
  • Knowledge of relevant computer programs;
  • Working knowledge of the policies and procedures of the University of Alberta, and the Faculty of Medicine & Dentistry;
  • Understanding accreditation standards for FoMD education programs; and
  • Knowledge of external organization’s recommendations and calls to action for change in medical education such as TRC Calls to Action and the AFMC Joint Commitment to Action.

Required skills and abilities include:

  •  Exceptional communication and interpersonal skills (communications/media training and delivery preferred);
  • Demonstration of strong emotional intelligence and relationship management;
  • Authentic ability to engage with Indigenous people, communities and community organizations;
  • Ability to oversee and operationalize work plans from strategic objectives;
  • Demonstrated capacity to undertake program evaluation and implement continuous improvement practices;
  • Ability to understand, develop and implement financial reports;
  • Ability to provide managerial/supervisory direction and in turn the ability to accept constructive supervision and direction;
  • Self-motivated, with a proactive approach to all duties; and
  • Ability to work well independently with limited supervision.

Work is mostly performed in the office environment. Regular travel both within Edmonton and throughout Alberta is required for this position. Own transportation is necessary.

In accordance with the Administrative and Professional Officer Agreement, this full time continuing position offers a comprehensive benefits package found at Faculty & Staff Benefits and annual salary range which will be commensurate with qualifications.
