The cornerstone of the FCM Programs department is the Green Municipal Fund™ (GMF), a $1.7 billion permanent endowment from the Government of Canada. As a leading catalyst for innovation at the local level, GMF offers funding (loans and grants) and knowledge to local governments and their partners for sustainable municipal initiatives designed to support communities to improve air, water, soil quality and to protect the climate. Through GMF, municipalities have built better transportation assets; constructed efficient and resilient buildings; diverted waste from landfill; made previously unusable land available for development; and improved soil and water quality. GMF also strengthens the capacity of Canadian municipalities to plan and invest in innovative, sustainable infrastructure, thereby saving millions of dollars for taxpayers and creating jobs that contribute to local economies. GMF shares the lessons and expertise gained from these initiatives through skills-enhancement, training and knowledge-sharing activities including case studies, manuals and reports, webinars, the FCM Sustainable Communities Awards and the FCM Sustainable Communities Conference. These activities help other communities replicate the successes of GMF-funded initiatives, multiplying the benefits of those initiatives across the country.
Reporting to the Senior Manager, Knowledge Services, the Manager, Energy Team will oversee and guide GMF’s capacity building activities and programming in the energy sector, including Community Efficiency Financing, Sustainable Affordable Housing and GMF Core Energy programming (net zero buildings, community level energy efficiency, district energy, signature projects). You will be responsible for the general management and coordination of resources, activities and results focused primarily on the following:
- Lead the development of capacity building elements for new energy funding offers
- Oversee and guide delivery of Awareness Raising & Knowledge Mobilization both online and in-person
- Oversee and manage scale up of capacity building for funded projects
- Develop and maintain links with relevant external organizations and networks to support, enable and accelerate program delivery and impact.
- Oversee and continually improve impact measurement and reporting for your team.
- People management and foster leadership and professional development among all members of your team.
As an active member of FCM’s Program Team, the Manager, Energy Team will support FCM’s overall role as a national leading municipal association aimed at strengthening local capacities and enhancing sustainable development.
- Lead all aspects of the services provided by the Knowledge Services Energy Team in order to enable the team to improve the capacity of municipalities to deliver high impact and effective initiatives to reduce energy demand, shift to renewable energy and reduce greenhouse gas emissions.
- Develop and oversee GMF awareness raising, capacity building programming within the Energy portfolio – Community Efficiency Financing, Sustainable Affordable Housing and GMF core Energy programming (net zero buildings, community level energy efficiency, district energy, signature projects). Oversee in-depth peer learning activities to enhance uptake of lessons learned and good practice for priority programming areas.
- Oversee the scale-up systematic capacity building for GMF funded projects in the Energy sector to enhance overall project performance. Including methodologies and tools, selection of partner organizations, measurement and reporting on impacts.
- Represent GMF and FCM in seminars, conferences, events and meetings with municipal officials and other key stakeholders.
- Establish and maintain collaborative relationships with Communities of Practice, professional and industry associations and other relevant stakeholders, to ensure relevancy of program approaches and continual sharing of knowledge and information on capacity building related activities and stakeholder needs.
- Identify and analyze needs, trends and opportunities in order to make changes or improve the overall direction and effectiveness of KS initiatives;
- Provide advice and support to the Senior Manager Knowledge Services on matters related to Knowledge Services Energy team, including developing annual work plans, reporting on program results (financial and operational), identifying opportunities and developing proposals for capacity building activities. Ensure the Senior Manager is informed and current on emerging issues, relationships or new potential partners.
- Hire, train and manage the team associated with the mandate to build and maintain a productive team with complementary strengths.
- Liaise and collaborate closely with the Managers of Energy Teams across GMF (Sector Development, Direct Funding) to ensure alignment, synergies and complementarity of teams’ priorities and activities.
- Liaises with key internal stakeholders across FCM (including GMF Communications, other GMF Units, and the Municipalities for Climate Innovation Program) to ensure a coordinated and effective approach to capacity building initiatives and processes.
Knowledge and experience
- Master’s degree in public administration, business, engineering, urban planning, program management, or related field or equivalent combination of education or experience.
- Minimum 7 years of progressively senior professional experience in program management, including business planning and financial and human resources management.
- Leadership, teambuilding, mentoring and coaching skills, ability to optimize staff capacities and lead a highly collaborative, dynamic team with clear performance expectations and in an outcomes-focused, real-time, client service environment.
- In-depth knowledge of energy and climate change, particularly in the municipal context.
- Knowledge and experience related to capacity building approaches, adult education, and the transfer of skills and knowledge.
- Good knowledge of program monitoring and evaluation approaches, frameworks, tools.
- Strong verbal and written communication, interpersonal, negotiation, representation and influencing skills.
- Capacity to work in a changing environment and willingness to take on new or evolving responsibilities.
- Understanding of municipal infrastructure and other relevant sectors to the program, and experience working in or with municipalities are strong assets.
- Network of key stakeholders in Canada who are strategic for skills building and policy development related to energy efficiency, emissions reduction, renewable energy generation is an asset.
- Some national travel (up to 5 times per year) will be required as a function of this role.
- The ability to work in both official languages (English and French) is a strong asset.
