About this Opportunity:

This role is responsible for overall monitoring and evaluation of CFTC partner programming with a gender equality focus. You will be the lead on the development of gender responsive M&E systems in collaboration with Country Office (CO) staff and head office staff including the programs and philanthropy/communications teams for increased program effectiveness and efficient reporting to institutional and philanthropic donors.  This role will also lead efforts to operationalize gender equality throughout CFTC while working towards broader transformative impacts.   Some of your key responsibilities will include:

  • Assess and audit practices with program monitoring and evaluation, providing recommendations to improve and/or design effective and responsive systems. Lead strategic program monitoring, evaluation and knowledge sharing to ensure the realization of programlevel and organizational-level gender equality.
  • Lead the development of program monitoring and evaluation tools for gathering data on gender outcomes with program implementation including analysis of data, identifying potential gaps and strategies to address them, as well as with reporting of key results related to gender equality outcomes.
  • Provide strategic, operational, technical assistance and support for Country Offices to design at a minimum gender-responsive program monitoring and evaluation systems. Strengthen organizational capabilities to effectively implement, at a minimum, gender responsive, child rights-based programming and support the monitoring, evaluation, quality and reporting of these programs.
  • Take the lead on identifying, auditing and analyzing gender issues within our international and Canadian Program teams, develop strategies for strengthening the integration of gender responsive activities with the aspiration to guide CFTC towards gender transformative programs and activities.
  • Oversee and guide gender equality strategies as part of funding proposals and donor development.
  • Provide guidance and support to the programs teams ensuring they develop annual plans, grants, institutional funding proposals and reports which integrate gender equality outcomes.
  • Develop strategic partnerships related to gender equality, representing CFTC at different forums, knowledge networks and communities of practice as appropriate.

What we are looking for:

  1. Ideally you have five years of relevant experience monitoring and evaluating community-based projects combined with knowledge of gender-based analysis, gender-responsive project or program design.
  2. Strong technical capacity in monitoring and evaluating gender integrated programs, networking and working relationships with different donors and other partner-led organizations, ideally on an international level.
  3. A university degree or related experience in international development, development studies, gender studies, or a related field with a focus on program monitoring and evaluation, gender equality and women’s rights, or a combination of education and equivalent experience.
  4. A good understanding of programming cycles and key processes with program monitoring and evaluation.
  5. Strong skills for monitoring, reviewing, synthesizing, evaluating, analyzing program information/data and producing reports.
  6. Strong attention to detail, ability to manage conflicting priorities, competent in handling ambiguous and confidential information, sound judgment and decision making skills.
  7. Experience working with a wide range of stakeholders within various communities, decision makers, donors, institutions, society organizations, the public and private sector.
  8. Excellent communication skills and the ability to communicate complex information to a wide range of audiences, and the interpersonal skills to cultivate a genuine commitment to gender equality among CFTC staff, partners and other external stakeholders.
  9. Applicants must be legally eligible to accept employment and work in Canada without restrictions.
  10. The ability to travel up to 40% of the time, internationally and independently without restrictions to various countries, at any time of year, is a requirement.
