You will develop staff capacity to implement housing-focused and empowerment-based practices at WEAC, including the development and implementation of program processes.  You will provide leadership in a manner that increases the potential and capacity of individual employees, work teams, program operations and the physical and cultural environment at WEAC.

e4c Women’s Emergency Accommodation Centre (WEAC) is an emergency shelter for women who are experiencing homelessness and many who have experienced complex trauma resulting in mental illness, addictions, health barriers, poverty and/or sexual exploitation. You will lead, model, evaluate and improve staff professional practices and program processes to align with strategic and operation goals, process requirements, funding partners and relevant public policies. e4c has identified a direction for WEAC of intentionally supporting shelter occupants to resolve their homelessness and journey towards obtaining a permanent home of their own. Your professional practices will be guided by your relational approach, strengths based focus, harm reduction practice, recovery orientation and Indigenous worldviews.

Key Responsibilities

  • Lead and model transactional, relationship, case and staff practices that align with WEAC’s vision, guiding philosophies and public policies related to preventing and ending homelessness.
  • Assess and develop infrastructure, frameworks and key processes to ensure clear scopes of practices in providing quality service experiences.
  • Develop and implement a professional practice foundation for WEAC in becoming a housing-focused emergency shelter.
  • Coordinate and oversee case management and case file reviews to establish connections with community resources that directly contribute to occupant outcomes.
  • Foster a culture of collaboration and support with WEAC staff team, partners and shelter occupants.
  • Train and coach staff team to improve competencies and skills required to support shelter occupants in resolving their homelessness.
  • Supervise staff team through observation, coaching and feedback sessions and maintaining appropriate documentation.
  • Support recruitment, orientation and on-going development of staff team.
  • Coach and support staff team to improve safety and risk management practices.
  • Provide on-call leadership and de-briefing in response to critical incidents and emergencies affecting staff, occupants and the facility.
  • Liaise with first response teams and organizations to develop and improve inter-agency coordination.
  • Create a professional practice culture focusing on the importance of clear and timely service documentation and reporting.

Education and Certifications

  • Bachelor Degree in Social Work or other Applied Human Services.
  • Registered Social Work and/or other related professional designations.
  • Police Information Check with Vulnerable Sector Check.
  • Standard First Aid and CPR.
  • Applied Suicide Intervention Skills Training (ASIST), Aboriginal Awareness Training, Medication Assistance Training, Food Safety Training.
  • Valid Class 5 Driver’s License, proof of insurance, 2 million liability insurance, registration and 3 year drivers abstract.


  • 5+ years of supervisory experience including team leadership, individual/team membership and development.
  • 5+ years of direct work with persons experiencing homelessness using a trauma informed approach.
  • 5+ years of experience working with indigenous persons and communities.
  • 3+ years of experience conducting health and social services screening, planning, assessment, counselling, person-centered planning and/or using evidence based models of practice.
  • Knowledge about emergency health and social services, shelters, outreach/housing services, issues faced by homeless persons (particularly women) and public policies addressing homelessness.
  • Full competency and experience with harm reduction, person-centered, trauma-informed, strength based, collaborative, relationship-based, evidence based and/or solution focused practices.
  • Advanced proficiency in MS Outlook, Word, Excel, PowerPoint and database applications.
