OVERVIEW OF THE FUNCTIONS OF THE POST
Emergencies and population displacement pose new challenges to every region of the world. One of the key challenges is the lack of accurate, reliable and timely data, needed to strengthen systems for humanitarian assistance and to guide effective education responses. Information on education of crisis-affected and displaced populations is currently based on data collection mechanisms associated with programmes implemented by different organizations. Often, these data sources cannot be compared or readily interpreted because they lack standardized concepts and definitions and because they are based on diverse processing and verification procedures. To address these challenges, the Programme Specialist will support the development of a statistical framework, indicators and global data platform on education of crisis-affected populations, including migrants, refugees, and internally displaced persons (IDPs).
Main responsibilities and tasks
Under the direct supervision of the Programme Specialist, CapED and the overall guidance of the Director of the UNESCO Institute for Statistics (UIS), the Programme Specialist will carry out the following tasks:
- Map existing global and regional initiatives regarding data on Education in Emergencies, including initiatives developed or sponsored by UN agencies and global funds (ECW, OCHA, UNHCR, UNICEF, INEE, others) and non-state actors (private and NGOs).
- Develop a set of standards and definitions to serve as a reference conceptual framework for the collection and dissemination of statistics on the education of crisis-affected populations, including migrants, refugees and IDPs.
- Develop a methodology to translate education data from different sources, including national systems and humanitarian data collections, into a harmonized set of internationally comparable categories.
- Build a global data platform that integrates methodologies and available data on the education situation of crisis-affected and displaced populations, as a source of information for policy guidance.
- Support the development of a data visualization tool for comparison of data across countries and regions, documenting the different sources of information, as well as limitations for interpretation and comparability.
- Develop instruments and guidelines to support national Ministries of Education on the inclusion of refugees-specific data items and indicators in their Education Management Information Systems (EMIS) to help measure the level of refugee inclusion in national education systems.
- Identify any additional gaps in existing data collection systems and propose complementary solutions (e.g. inclusion of refugee education in household surveys) in collaboration with strategic partners.
- Contribute to the production of comparable and high-quality education statistics including to the drafting of reports on Education in Emergencies.
- Liaise with UNESCO’s Section of Migration, Displacement, Emergencies and Education and other partners.

REQUIRED QUALIFICATIONS
- Advanced university degree (Masters or equivalent) in statistics or a closely related discipline (such as demography, economics or mathematics) or in the fields of education or social sciences with a substantial component of survey design/administration/analysis, scientific research methodology, quantitative measurement and analytical methods, programme/project evaluation, policy impact analysis, or equivalent knowledge and expertise gained on-the-job.
- A minimum of 4 years professional experience, of which preferably 2 years acquired at international level, in technical assistance and project management pertaining to national statistical and information systems, or at the national level either in a UN or similar agency, or in a government ministry or agency.
- Field experience in supporting/managing and technical assistance to education programmes in emergencies in developing countries.
- Experience in data and statistics management with at least 2 years in humanitarian or development situation and proven experience in data collection in field situations.

- Knowledge of INEE Minimum Standards, cluster approach and conducting rapid assessments.
- Excellent knowledge (written and spoken) of English.

- Expert understanding of different data collection methodologies and modalities for application in dynamic contexts.
- Ability to compile and holistically analyse diverse datasets.
- Ability to explain data and related systems in accessible language for business owners and to translate business requirements to data technical teams.
- Knowledge of developing countries (Asia, Africa, or Latin America and the Caribbean).
- Good knowledge of French.
