The Canadian Red Cross (CRC) aims to select a service provider for the Final Evaluation of its Syria Crisis Response (SCRR) Project in Lebanon, via a Request for Proposal (RFP).
Specifically, this RFP seeks the following information:
- Respondent capabilities.
- Cost information for services.
- A proposed methodology and workplan

The project official starting date was March 8th 2017, the ending date is December 31st 2019. Following planning discussions with partners, the baseline assessment was completed in mid-June and legal agreements negotiated. Implementation activities started for LRC/MMU upon the signature of the grant agreement with GAC, and for the other LRCS components in January 2018. For PRCS some time ahead in October/November 2017.
The project focuses on supporting Syrian and Palestinian refugees, as well as host communities. The ultimate outcome of this project is to save lives, alleviate suffering and maintain human dignity for populations in Lebanon affected by humanitarian crises.
The intermediate outcomes are to increase health prevention and care services at the community level to vulnerable individuals, to enhance quality of healthcare and emergency medical services for vulnerable individuals such as women, adolescents, children and new-borns, and to strengthen institutional capacity of LRCS and PRCS/L to respond to health needs of affected populations in Lebanon.
The immediate outcomes are to:
· Increase literacy on preventative and promotive health practices in communities as related to RMNCAH and NCDs (Reproductive, Maternal, Newborn, Child and Adolescent Health and Non-communicable diseases)
· Increase access to health services at the community level
· Increase capacity of LRC Primary Health Centers (PHCs) in providing quality health services
· Increase capacity of LRC emergency medical services (EMS) in providing acute health care
· Increase capacity of PRCS/L hospitals in providing quality health services
· Enhance operational and technical capacities of PRCS/L and LRC in health programming and response
To meet the above outcomes, tailored activities such as:
a) Need based trainings to health workers of both LRC and PRCS/L
b) Provision of medicines, medical supplies and equipment to LRC PHCs/MMUs and PRCS/L hospitals as well as coverage of running costs for MMUs
c) Provision of equipment for trainings of EMS volunteers to become Medical First Responders and Emergency Medical Technicians
d) Provision of equipment and financial support to scale up first-aid training to the general public in Lebanon
e) Support to the development of a marketing plan and marketing campaign in order to boost public and commercial first aid training
f) Treatment costs coverage of women for delivery and other lifesaving OBGYN procedures in the five PRCS/L hospitals
g) Support to the strengthening/development of community/patient feedback mechanisms and monitoring and reporting tools as well as support to the reinforcing of the PRCS/L warehouse management
h) Technical support
i) Salary support to essential medical staff;
j) Community activities related to RMNCAH and NCD are outlined in the project.
In October 2018, an internal mid-term review was conducted to assess the relevance, appropriateness, effectiveness and connectedness of the project while also considering Gender Equality, Protection, Community Engagement, Protection, and Accountability aspects. It is expected that the proposed evaluation will evaluate the appropriateness and relevance of the MTR and of the subsequent management response plan (if available).
· To identify any operational challenges faced by the project and to refine and improve implementation for future projects.
· To assess the extent to which outreach activities impacted health behaviors and the knowledge of the target population
· To examine the outcomes of the new CRC operating modality that was considered to support 3 different components: Mobile Medical Unit (MMU), Primary Health Care (PHC), and Outreach team in the region and how this model could be replicable on a larger scale.
· To assess the relevance of the MMU activities in the current context
· To assess how relevant issues related to the differential and specific needs of women and men of different ages (gender equality), SGBV and child protection (Protection) needs and how community engagement accountability (CEA) processes were integrated.
· To evaluate if the intervention succeeded firstly in contributing to the scaling up of public first-aid training services to the general public in Lebanon and secondly in generating additional funds to be used to cover the costs of trainings.
· Assess to what extent the capacity of the PRCS/L and LRC to provide quality health services to the target population was strengthened as a result of the project
· To contribute to CRC, PRCS and LRCS organizational learning, using evidence to inform and improve the management and delivery of our programs and services
· To extract some lessons learned from the program implemented
· Evaluate the appropriateness and relevance of the MTR recommendations and of the subsequent management response plan
· To assess whether the service models, which the project utilized, enabled the intended target groups (Syrians, Palestinian and vulnerable community members) to have increased access to health care or enabled the project to reach many beneficiaries from the above target groups
· To assess the effectiveness of the three pillars approach (community, facility and capacity building), which the project utilized

Scope of sector or components of projects and time-frame of intervention:
· Scope of sector: The evaluation will focus on the whole intervention. More precisely, for LRCS on MMU, PHC, outreach and EMS activities. For PRCS will focus on the hospital health, warehouse management and support to beneficiaries for the coverage of the treatment costs
· Time Scope The project period covered by the evaluation encompass the whole project duration, up to February 2020
· Scope of evaluation criteria (detail in Annex III): this evaluation will focus on the evaluation criteria of relevance, effectiveness, efficiency, impact, sustainability and connectedness, gender equality, protection and Community Engagement and Accountability
· Scope on stakeholders: With regards to stakeholders of the project, the review will cover PRCS staff, LRCS staff, the embassy of Canada, CRC staff, as well as end-beneficiaries and Movement partners who have similar interventions
· Scope of program/project sites: LRC PHC clinics and MMU, PRCS hospitals, EMS MTU, LRC and PRCS HQs.
Within the scope of this mandate, the consultant will:
1.1. Provide all the logistics necessary to implement data collection. This requirement includes provision for, if needed: recorders, tablets, chargers, internet connection, facilities for focus groups, refreshments, transportation cost-recovery fees for informants, etc.
1.2. Provide translation and interpretation as required for data collection
1.3. Provide all the necessary transportation solutions to securely mobilize the data collection team as deemed necessary
1.4. Pre-test and pilot the data collection instruments and offer viable recommendations
1.5. Develop and document processes to ensure Quality control all along the process of data collection
1.6. Develop and document operational plans including risk management strategies to control for adverse circumstances that could occur during the data collection processes
1.7. Contact and arrange appointments or announce the visits to ensure that we can meet with key informants
1.8. Collect data in strict adherence to the protocol provided by the Technical advisory group
1.9. Administer and keep records of informed consent completed prior to collecting responses. Copies of scanned informed consent forms will be submitted to CRC.
1.10. Provide raw data on request during the data collection period and a complete and clean dataset of notes or coding files upon conclusion of the work
1.11. Maintain the integrity and confidentiality of data and not share any of the assessment results with any third party
