Position Purpose
The Manager, Arts & Culture is responsible for overseeing funding programs, community engagement and other initiatives which support and develop capacity in arts organizations and in their production of artistic works and other activities that provide social and economic benefits to the community. The manager is responsible for increasing public awareness and participation in the arts to encourage sectoral growth and sustainable business practices in pursuit of the priorities of the CRD and the strategic goals of the Arts & Culture Service.
Key Accountabilities / Position Outcomes
Staff support for the development of programs, community outreach and other initiatives contributing to the fulfillment of goals as contained in the Arts & Culture Strategic Plan.
Develops and maintains programs and policies to enable effective and accountable review and analysis of funding applications and capacity-building programs related to the Service’s mission statement, goals and strategic directions.
Uses strong communication and relationship building skills to create and maintain relationships with senior managers of funded organizations to ensure delivery of funded programming.
Reviews, recommends and implements systems and procedures to improve the efficiency and operational effectiveness of program delivery to respond to community needs.
Provides advice, support and information to local government, other levels of government and NGO”s to ensure efficiency of service and optimal use of available resources.
Qualifications
Degree in an arts related field or in arts management and 5 – 10 years administrative experience, or an equivalent combination of education and experience in the arts sector; an understanding of not-for-profit arts and culture organizations; knowledge of public and private sector funding practices, sectoral issues and trends, and familiarity with standard financial accounting practices. Knowledge of local government is an asset.
Role-specific Knowledge, Skills & Abilities
Considerable knowledge and experience in the nature and operational needs and requirements of the arts sector and of the not-for profit arts sector in particular.
Strong interpersonal skills and ability to build partnerships and collaborations to achieve desired objectives.
Ability to establish and maintain effective working relationships with elected officials, volunteers, representatives of funded organizations, artists and others.
Ability to exercise sound independent judgment and analysis in developing solutions to a wide range of problems related to meeting the needs of the regional arts community.
Ability to prepare budgets and provide financial management.
Leadership experience in working with Boards of Directors and volunteers.
Familiarity with grants management, including acquisition and administration
Skills in conflict resolution/mediation.
A valid BC Driver’s License is required.
