Summary
The Insurance Bureau of Canada (IBC) is seeking a senior thought leader to develop federal policy to address climate risk.
IBC is leading work on the establishment of climate policy in a number of key areas, including national climate targets, the pricing of climate risk, nature-based insurance solutions and sustainable finance. The Senior Policy Advisor of Climate Resiliency will be responsible for successfully implementing one or more of IBC’s identified priority policy objectives for 2021:
The development of model national climate adaptation targets through the production of a White Paper and expert convening. The consultant will manage work contracted to an expert institution (World Resources Institute, for example) and be responsible for providing strategic direction, ensuring relevance and accuracy for the Canadian policy environment.
A framework to price climate risk through a pilot or methodology used by the Canada Infrastructure Bank. This work will require global and domestic leadership, including technical input and contribution to the global Coalition for Climate Resilient Investment. The desired outcome is a valuation framework to price climate risks in Canada.
Provide strategic thought leadership on how climate adaptation investments can drive economic growth during the pandemic recovery.
Drawing upon international thought leadership, shape the necessary conditions for private and public sector investment partnerships in climate resilience.
Based in Toronto, the Senior Advisor will undertake research and policy analysis on behalf of Canada’s home, car and business insurance companies for the purpose of bringing their perspective to the federal public policy agenda. The successful candidate will also be called upon to support policy development in other areas, including flood, earthquake and tail risk.
This work involves direct thought leadership, research and report delivery in collaboration with leading academic and NGO institutions (50%). The role will also involve project management and workflow administration responsibilities (50%). Reporting to the Director of Catastrophic Risk and Climate Policy, the successful applicant will be embedded in the NatCat Policy Team and will support the policy and advocacy objectives of the Vice President, Federal Affairs.

Proficiency with MS Office software is a minimum. Competency with advanced statistical software preferred (E-Views, SPSS, SAS).
Competence in all aspects of quantitative analysis, including data retrieval, processing, analysis and presentation.
Outstanding ability for research innovation on work related to climate resilience, resilient infrastructure and disaster risk reduction.
Comprehensive knowledge of climate resilience and adaptation.
Extensive project management skills with a record of leading teams through complex projects, including experience managing contracts.
Strong interpersonal skills, which will contribute to IBC’s culture of collaboration and which foster a respectful and supportive team atmosphere.
Work ethic suitable for a fast-paced, results-oriented work environment.
A commitment to personal excellence, integrity and professionalism.
Qualifications
Education
Advanced degree, Doctorate or Master’s Degree, with substantial experience in climate science, environmental science, environmental economics, public policy or a related field.
Expert knowledge of climate policy with a focus on adaptation.
Experience
At least 15 years of full-time work experience in progressively senior roles in a relevant field.
Evidence of delivery of high impact systematic reviews, program development and/or relevant publications.
Evidence of strong leadership skills, excellent communication and diplomacy skills.
Demonstrated ability to build and steward relationships with high-level stakeholders from the public and private sectors.
Strong record of collaboration with stakeholders at the national and international levels.
Demonstrated understanding of business and economic principles and how they apply to the P&C insurance industry.
