The Section manages and oversees the work programme of the Facilitation Panel (FALP) and its respective working groups. The Section is equally responsible for activities related to the operation of the ICAO Public Key Directory (PKD) and the ICAO Traveller Identification Programme (ICAO TRIP) Strategy, which includes the development of specifications for Machine Readable Travel Documents (MRTD), published as Document 9303, the work programme of the Technical Advisory Group on Traveller Identification Programme (TAG/TRIP) and its working groups. It provides support to the Assembly, Council, Air Transport Committee (ATC) and the PKD Board.
The intern reports to the Chief, Facilitation Section (C/FAL), from whom s/he seeks advice and guidance on difficult or challenging matters, and supports the work of other Facilitation Officers and Consultants specifically hired to support the work on Facilitation matters. It is expected that the intern work in collaboration with other FAL Administrative staff, FAL Officers and C/FAL, as necessary.
Responsibilities
Under the supervision of the Chief, Facilitation Section and FAL Officers, the intern will:
- Support Facilitation (FAL) activities related to States’ Implementation Plans to implement the ICAO Traveller Identification Programme (TRIP) Strategy, including maintaining a list of national points of contacts for facilitation matters, assessment of submitted action plans and associated assistance needs;
- Support the development, management and administration of technical assistance projects related to the ICAO TRIP Strategy for States/Organizations in the context of the No Country Left Behind (NCLB) initiative;
- Support FAL outreach activities, including the development of brochures, leaflets, presentations, videos, reports, as well as update of FAL websites;
- Perform literature review and document national legislation in different States relating to the facilitation programmes;
- Support the management and administration of the secure internet platform and the ICAO TRIP Communication platform, including: News & Alerts, Events (Calendar), Discussions, Resources (Documents, Reports, Handbooks, etc.), Forms (Surveys, Questionnaire), Meetings and Webinars;
- Assist in building a global database, and/or updating the existing database, on ePassport, biometrics, Public Key Directory (PKD) and Automated Border Control (ABC) as well as on all elements of the ICAO TRIP Strategy;
- Assist in defining the research needed for the development of risk-based models and or cost/benefit analyses for airport border controls and identifying similar existing initiatives and related guidance issued by ICAO and other international organizations in order to extract the Standards, best and recommended practices, main areas covered and specificities related to border control in an airport environment;
- Prepare statistical data and related analyses and reports regarding States’ level of compliance and differences obtained from the Electronic Filing of Differences (EFOD) system; and
- Support and coordinate planning and implementation of meetings related to Facilitation, both in-person and virtual meetings, including FALP and sub-group meetings, TAG/TRIP meetings, FAL seminars, the ICAO TRIP symposium, regional capacity building seminars and the 2021 High Level Conference on COVID-19 (HLCC 2021), including in the processing of working documentation, as well as final meeting reporting.
- Perform other related duties, as assigned.

Education
At the time of application, candidates are required to have completed or be enrolled in a graduate degree programme (second-level university degree or higher) in a field of study related to aviation, air transport, aeronautical/aerospace or other engineering, computer science, international relations or economics. Students who are enrolled in the final academic year of a first-level university degree (minimum Bachelor’s level or equivalent) may exceptionally be accepted if deemed qualified for the position.
Applicants pursuing studies in countries where higher education is not divided into undergraduate and graduate stages should have completed at least four years of full-time studies at a university or equivalent institution towards the completion of a degree.
Work Experience
No working experience is required to apply for the United Nations Internship Programme. Your training, education, advance course work or skills should benefit the United Nations during your internship.
Languages
Essential requirements: Fluent reading, writing and speaking abilities in English.
Desirable requirements: A working knowledge of a second language of the Organization (Arabic, Chinese, French, Russian, or Spanish).
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
Special Notice
Interns are not paid. All costs related to travel, insurance, accommodation, and living expenses must be borne by the intern.
The duration of the internship is six months. The intern is expected to work five days a week, on a full-time basis.
Interns shall not be eligible to be engaged in any other form of employment within ICAO during the period of internship and shall not be eligible to apply for or be appointed to any post in the Secretariat or be contracted for any other remunerated employment with ICAO for the six months immediately following the end of their internship.
REMOTE INTERNSHIP (COVID-19):
In the context of the COVID-19 pandemic, applicants may be requested to undertake the internship remotely in view of constraints regarding visa issuance, international travel and access to UN premises. Applicants must be willing and prepared to undertake the internship remotely for a part or the entirety of the internship.
