General Accountability
Reporting to the Head of Property, Planning & Development – who is TTC’s Program Lead for ModernTO office consolidation – the Program Manager manages the development of the overall approach for the program, its major time frames and the definition of its major deliverables to address and meet the desired goals and outcomes of ModernTO.
Key Job Functions
Partner with the Program Lead to communicate program goals, objectives and potential outcomes
With the Program Lead, have regular interactions with the executive sponsor to inform, alert, negotiate and maintain a continuing good relationship and shared vision for the program outcome
Participate in the Steering Committee meetings
Develop recommendations to present for review of the Program Lead to be presented to the Steering Committee
Establish and ensure appropriate governance functions for the program in accordance with enterprise policies, practices and on behalf of the executive sponsor or senior responsible owner and Steering Committee
Direct the creation and maintenance of the required program documentation and artifacts
Develop and control the program timing, budget, and manage expenditures within agreed spending plans
Work with stream leads and project managers to scope their deliverables and timelines, and balance the availability of the required skills and competencies across work efforts within the program and monitor
Lead reviews with the executive sponsor and stakeholders to identify organic or specific program needs and changes, and direct the development of appropriate approaches to address them
Lead the development and maintenance of stakeholder mapping, communications and reporting at the program level
Act as an advisor, and build and maintain relationships across the wider stakeholder community
For work packages without a dedicated project manager, provide oversight of package execution and progress, compared with the plan and the production of agreed deliverables
Monitor and coordinate dependencies across the work packages in the program and resolve conflicts
Lead the internal stream meetings and support the Program Lead in the Steering Committee
Represent the TTC’s interests at the ModernTO
Be the main TTC contact for ModernTO office consolidation program
Ensure the successful office consolidation of TTC’s existing 9 leased and 1 owned office into the City space through the ModernTO program

Education and Experience
A college diploma or a university degree in a related discipline (e.g. business administration, engineering, information systems), along with progressive leadership experience in managing a complex program with a range of project types; or a combination of education, training, and experience deemed to be equivalent
Additional Requirements
Extensive experience managing a complex program incorporating multiple projects across several departments
Experience leading a range of project types (e.g. business, IT, property management, HR), including both technology and non-technology projects
Experience in a consultative leadership role, leading diverse teams and acting as a trusted advisor to senior leadership
Exceptional leadership skills, with the ability to develop and communicate the program objectives, inspire and motivate staff, and maintain alignment with the business strategy
Knowledge and experience in project/program management methodologies, such as the Project Management Institute’s Project Management Body of Knowledge (PMI PMBOK)
Knowledge of project planning tools, such as Microsoft Project with evidence of practical application
Excellent analytical, strategic planning and execution skills
Strong business acumen; high degree of political sensitivity, astuteness and the ability to use the informal power structure of the organization to achieve program success and overcome obstacles
Influencing and negotiation experience and skills in an environment with high competition for resources; ability to develop programs and deliver them with financial and resource constraints
Excellent verbal and written communication skills, including the ability to explain and champion the program goals and objectives to the business; ability to vary styles of interaction and communication as needed for audience
Must have or rapidly acquire a comprehensive knowledge of the Ontario Human Rights Code and Related Orders including disability accommodation and accessibility requirements pertaining to passengers and employees
