Summary
The Facilities Maintenance & Operations Supervisor is responsible for leading and coordinating the Facilities Management Maintenance & Operations Program. This position supervises trades staff and staff engaged with project work and is responsible for planning, organizing and directing preventive and reactive maintenance as well as the ongoing safety and maintenance inspections required for safe public access to facilities and ensuring compliance with all required codes and regulations.

Duties & Responsibilities

  • Provides leadership, supervision, direction and guidance to Maintenance & Operations staff engaged in trades and project coordination related work.
  • Recruits, selects, trains and supervises maintenance staff Plans, prioritizes, assigns, schedules and directs staff in the provision of maintenance, repair and installations of equipment and infrastructure.
  • Respond to enquiries, complaints and requests for service from various departments and tenants regarding building safety, security, property usage, and facilities management issues.
  • Investigates malfunctions to building electrical, mechanical, plumbing and fabric systems and determines the most effective solution/repair.
  • Respond to emergency calls concerning security or damage to CRD facilities.
  • Coordinate and assign the work to numerous externally contracted services
  • Oversees safety program for the section ensuring WSBC regulations are met.
  • Oversees project coordination for maintenance projects including ensuring sufficient resources are available, as well as problem solving and identifying solutions.
  • Monitors completed work to ensure compliance with service standards.
  • Ensures terms of building lease agreements are being met in the coordination of maintenance and repair activities
  • Ensures hazardous conditions are identified and makes recommendations and decisions to resolve problems or concerns.
  • Oversees the Preventative Maintenance programs’ and schedules.
  • Establish records for all buildings regarding regular maintenance and special projects and ensure they are being maintained.
  • Conducts ongoing maintenance inspections and recommends corrective actions as required.
  • Researches and makes recommendations regarding changes and improvements to service or maintenance equipment or issues.
  • Act as a technical advisor on energy management.
  • Drafts annual budget requests, proposals and projections.
  • Monitors and controls assigned line items expenditure budgets for all facilities.
  • Develop recommendations and drafts reports regarding operational changes.
  • Issues tenders or calls for quotations, evaluates bids and recommends the awarding of service contracts.
  • Prepares specifications for maintenance service contracts and maintenance projects.
  • Oversees work including general contract requirements, contractors and consultants.
  • Liaises with clients regarding maintenance concerns and schedules and coordinates contracted maintenance activities with clients and contractors.
  • Follows all policies, procedures and standards of the CRD
  • Performs other related duties as required.

Qualifications

  • Diploma in a discipline related to Building Technology or Mechanical Engineering Technology plus 5 years’ relevant  of related experience, of which two years must be in a supervisory capacity OR;
  • An equivalent combination of education and experience, such as Red Seal trades qualification from Canadian Construction Association.
  • BOMA System Maintenance Technician Certificate is an asset
  • Knowledge and understanding of WorkSafeBC practices/protocols, Workers’ Compensation Act and OH&S Regulations and other relevant safety statutes
  • Ability to organize and prioritize the work of the section.
  • Excellent communication (verbal and written), interpersonal and customer service skills are required.
  • Ability to exercise initiative, tact, judgment, and discretion in dealing with internal/external stakeholders.
  • Knowledge and experience in planning and scheduling building related preventative and project maintenance activities.
  • Ability to exercise initiative in the investigation and diagnosis of a wide variety of facility systems malfunctions
  • Working knowledge of interior and exterior facility systems including but not limited to HVAC, electrical, plumbing, glazing, floor and wall systems components and exterior grounds.
  • Good knowledge of the materials, tools, and equipment used in building maintenance work.
  • Knowledge of principles and regulations regarding building lease arrangements.
  • Ability to read, understand and interpret engineering and architectural drawings and specifications
  • Working knowledge of regulatory, safety and technology changes.
  • Proficiency and experience with word processing (MS Word), spreadsheets (MS Excel), email (MS Outlook) and SAP.
  • Reasonable typing skills with attention to accuracy.
  • Sufficient physical strength and stamina to perform the required duties.
  • Must possess a valid BC Driver’s License.
