About Our Opportunity
If you are searching for a rewarding career opportunity, we have an exciting opportunity for you to explore as a Manager of Labour Market Program Operations with the Employment Nova Scotia (ENS) Division of LAE.
As the Manager of Labour Market Program Operations you will be responsible for the delivery and administration of labour market funding programs, policies, and annual funding budgets for the Halifax Regional Municipality (HRM) region.
You are a progressive leader who provides support, development, and overall supervision to a team of approximately 15 employees who work both virtually and in-office in Burnside, Dartmouth. As your team is one that works with and provides programming and services to community stakeholders such as individuals, employers, clients, customers and organizations, you are responsible for relationship management of a large network of community-based service providers, employers, and other parties interested in labour market programs and services in the region. You and your team maintain meaningful connection with stakeholders, advocacy groups, community agencies, associations and other government departments that can help support the development of the labour market in Nova Scotia.
You will work as a member of a provincial management team as one of four regions within ENS and you report to the Director of Employment Nova Scotia.
Primary Accountabilities
Management of staff, resources, and administrative processes.
Forecasts and recommends multi-million dollar program investments based on specific local needs; facilitates trend analysis and environmental scans to support budget/investment decisions.
Reviews, negotiates, and approves funding agreements with third-party service providers based on priorities in the local areas.
Formulates operational plans for the region that promote internal and external cooperation and collaboration in achieving successful employment attachment for clients and elevates the unique cultures and strengths of the region and its communities.
Set performance objectives, coach, and evaluate performance results; promote teamwork, talent management and career development; provide training and knowledge sharing with all staff; promote diversity and a safe and healthy workplace.
Ensures that quality assurance procedures, processes and evaluation mechanisms are in place to adequately monitor the performance of programs, services and the many service providers retained by the department to ensure the terms of the funded labour market agreements and accounting practices are met and that outcomes are successful and producing tangible results.
Expeditiously resolves issues, complaints and concerns by developing trusting relationships, sharing subject matter expertise and establishing and maintaining effective lines of communication.
Interprets labour market agreement policy and provides expert advice when addressing complex and unusual cases; leads teams to complete intelligence gathering, research, analysis, identify options and recommendations for timely resolution of issues.
Leads and participates in major initiatives and employment and labour transition teams.
Contributes to the strategic, policy, business and operational planning activities for the Program Delivery arm of the branch.
Qualifications and Experience
This may be the right opportunity for you if you have a bachelor’s degree in a related field with 5 years of related experience or an equivalent combination of training and experience. You have experience in program delivery planning and management, interpreting policy, developing strategy and you have implementation skills. An equivalent combination of training and experience may be considered.
You have strong communication and interpersonal skills and a proven track record of leading effective teams and managing change and innovation and effectively solve problems. You value, equity and inclusion and lead with a lens that supports and values a healthy workplace and demonstrate leadership competencies. You think strategically and make decisions by connecting with stakeholders (both internally and externally) using strategic and tactical approaches.
You have experience working with and understanding the needs of various communities (e.g., African Nova Scotian, Persons with Disabilities, Youth, Older Worker, Indigenous, Francophone, Newcomers and Immigrants) that are part of the labour market and the challenges they face in achieving full labour market integration. You possess a solid knowledge of current issues and opportunities in the context of the Nova Scotia labour market.
You can establish productive relationships with senior representatives of non-governmental and governmental organizations (both internally and externally) and a solid understanding of client service. You also posses exceptional verbal and written communication skills. You are proficient using Microsoft Office programs and applications.
While not required, bilingualism (French/English) is considered an asset.

Salary Range: $3,368.38 – $4,220.16 Bi-Weekly
