About the Ministry of Labour Relations and Workplace Safety

The purpose of the Ministry of Labour Relations and Workplace Safety is to support sustained economic growth and prosperity by fostering a fair and balanced employment environment that respects the rights, duties and responsibilities of employees and employers. The Ministry provides a range of services that encourage, promote and enforce work practices and employment standards to ensure healthy, safe and productive workplaces.

The Ministry is responsible to administer various Acts and Regulations which include: The Saskatchewan Employment Act; The Public Service Essential Services Act; The Employment Standards Regulations; and, The Occupational Health and Safety Regulations.

Key priorities include ensuring legislation, regulations and standards remain relevant to the modern workplace; promoting leading practices in the areas of occupational health and safety, labour relations, employment standards and workers’ advocacy; and, reducing the provincial injury rates.

As the Deputy Minister, Ministry of Labour Relations and Workplace Safety you will leverage your strategic leadership skills and collaborative approach to create and foster healthy, safe and fair workplaces for the citizens of the province.

Deputy Minister Responsibilities

Reporting to the Deputy Minster to the Premier and with direction from the Minister responsible, you will:

Participate as a member of the Government of Saskatchewan’s executive team by contributing to policy development, planning and implementation of organizational initiatives, and advocating new approaches and long-term views toward achieving government-wide goals.

Provide strategic advice to the Minister responsible on policy issues and program decisions while ensuring the alignment of policies reflect the direction of government and address changing client and stakeholder needs.

Build and strengthen relationships with labour and workplace safety stakeholders and partners.

Articulate a corporate vision for the Ministry that is shared and lived throughout the organization, support the development of strategic plans and goals while building a culture that supports public service values and ethics.

Lead the Ministry and the organization in achieving ministry business plan goals and furthering the strategic corporate agenda for the government and its public service.

Represent the Ministry and province on various federal/provincial/territorial councils to provide input and perspectives on policies and standards.

Work collaboratively with leaders in other jurisdictions and organizations to define issues and to serve the government’s goals and public interest.

Implement government policies and decisions, lead and direct staff, and ensure activities are citizen focused and aligned with the ministry strategic plan and government corporate strategic agenda.

Ensure the Ministry structure, systems and processes are in place to enable staff to effectively and efficiently implement programs and services.

Ensure the human, fiscal, information and program resources are maximized and effectively managed to meet goals.

Background and Competency Requirements

Our ideal candidate will have extensive executive level public sector experience; ideally within the field of labour, arbitration and/or employment and have a demonstrated track record for achieving results within complex and diverse organizations with a broad spectrum of stakeholders.

In addition, we require:
A solid track record building and maintaining credible, collaborative relationships by understanding, involving, engaging and communicating to diverse stakeholder groups.

Proven ability to work effectively in a team-based environment with excellent interpersonal, organizational, analytic and problem solving skills.

Well established leadership strengths with a focus on building a culture of high performance based on strong values and principles.

Significant experience overseeing human, fiscal, information and program resources with the ability to integrate strategies with resources available.

Proven capability to identify and deliver key strategic insights, counsel and policy with a high degree of innovation and accountability.

Experience in leading strategic policy development with key contributors and decision-makers within government, industry, academic, and business circles.

Demonstrate consensus building skills; results oriented with well-developed critical thinking skills and a talent for building, developing and guiding teams.

Diplomatic, professional, persuasive and tactful, with well-developed written and oral communications skills and the ability to work with, and influence, a variety of stakeholders.
