Major Responsibilities:
The Planner, reporting to the Manager and/or Project Manager in Strategic Initiatives, Policy & Analysis, will advance planning assignments related to City Planning’s work program for the City’s Housing Now and related initiatives, including:
Investigates, analyze and provides professional expertise on complex planning issues, development concepts and review of development applications, both individually and as a member of a team of professional planners
Initiates and completes planning, policy and/or research assignments, including the review, development and recommendation of policies, research findings and planning studies
Researches current and projected needs for communities and makes recommendations for meeting those needs including implementation strategies.
Develops and implements project plans for work assignments, balances and delivers on a diverse and challenging work program and meets deadlines
Liaises with staff from City Planning and other City divisions and agencies, community groups, individuals, property owners, planning professionals such as consultants, planners, solicitors and other stakeholders.
Prepares reports and a broad range of presentation materials for consideration by City Council and its Standing Committees
Coordinates and/or supports public and stakeholder engagement initiatives for various planning and policy studies including: preparing material for the outreach, organizing the logistics and reporting out on the event.
Represents the City Planning Division by making presentations to the general public, committees of City Council, stakeholders and agencies of local and/or senior governments
Delivers high quality work both on an individual basis and as a team member, including assuming the role of team leader where required
Provides pragmatic advice on existing and emerging policy matters, acts as an expert witness on behalf of the City at the Local Planning Appeal Tribunal and provides policy leadership, cooperation and advice to other departments in the Corporation
Key Qualifications:
Your application must describe your qualifications as they relate to:
Post-secondary education in planning, urban geography, public policy or a professional discipline pertinent to the job function, or any equivalent combination of education and experience.
Considerable experience in implementing planning policy and development review while balancing political, community and other stakeholder interests.
Considerable experience in assessing development proposals against Official Plan policies, zoning and guidelines.
Considerable experience with planning legislation, procedures and issues affecting municipal planning and policy.
Considerable experience undertaking community engagement initiatives.
Membership or eligibility for membership in the Canadian Institute of Planners.
You must also have:
Ability to work with assignments demanding critical judgement, analytical thinking and problem solving.
Ability to perform effectively on an individual level and in team settings.
Highly developed verbal and written communications skills with the ability to present complex information to a variety of audiences
Proficiency in applying conflict resolution skills in complex multi-stakeholder situations.
Ability to work within and meet tight deadlines.
Ability to develop and maintain solid internal and external relationships.
Knowledge of the Accessibility for Ontarians with Disabilities Act (AODA), the Occupational Health and Safety Act (OHSA) and other regulations/legislation that apply to the job duties.
