Main Purpose and Function

The Policy Analyst is responsible for supporting street use, public space planning and implementation, including stakeholder engagement, policy development, infrastructure planning, and the review of designs for programming and licensing public space. This involves working with (a) emerging policies and initiatives related to programming and licensed use of the public right of way, (b) public engagement on plans and programs, and (c) research partnerships with internal and external stakeholders.

Key Contacts and Reporting Relationships

The position reports to the Planner II and works closely with multidisciplinary internal and external contacts including Planners, Engineers, communications, special events, and technical staff and various internal and external stakeholders such as senior levels of government, businesses, BIA’s, design professionals and the general public.

Specific Duties/Responsibilities

Investigates problems and identifies issues, develops conceptual illustrations to communicate concepts to other departments, stakeholders, and the broader public.

Conducts research and surveys, analyzes results and writes reports summarizing issues, and formulates policy and recommendations.

Facilitates, co-designs and conducts public engagement processes, events and consultation with other departments, agencies, stakeholders and the broader public.

Develops and maintains relationships with key stakeholders, supports partnerships with other Departments and agencies, including but not limited to BIAs, neighbourhood associations and property owners.

Leads internal discussions and outreach to businesses and key stakeholders.

Responds to enquiries on specific projects and programs; represents interests and priorities of Street Use Management, Engineering, and the City to internal and external multidisciplinary groups.

Supports the development and implementation of policy and programs within Street Use Management utilizing public street space.

Provides guidance to junior and technical staff on research and analysis, processes, outreach, and consultation materials.

Prepares reports for presentation to Senior Management and Council.

Supports and works with Planners in Development Services in advancing policy.

Other duties/responsibilities as assigned.

Education and Experience:
A post-secondary degree in Planning or Landscape Architecture or a related field, preferably at the post-graduate level, plus considerable related experience in local government, or an equivalent combination of education and experience.

Experience in working with interdisciplinary project teams, evaluating proposals, and making sound recommendations.

Experience in long-term policy planning and public space planning and stewardship, design guidelines development, urban and spatial design analysis.

Experience in outreach and engagement, with exceptional experience in communicating complex ideas and negotiating.

Knowledge, Skills and Abilities:
Considerable knowledge of policy and by-law development, sustainable transportation policies, municipal planning, development processes, street design in the context of the management of the public realm.

Considerable knowledge of research techniques and analysis used in developing policies and regulations.

Good knowledge of municipal regulatory issues governing licensing or zoning or intergovernmental issues affecting public services.

Good knowledge and understanding of governmental structures and systems, and some knowledge of several of the following as they relate to planning: social sciences, law, and municipal finance.

Exceptional interpersonal and communication skills and ability to communicate ideas effectively.

Ability to deal with conflict and facilitate collaborative decision-making; negotiation; interest-based problem solving.

Ability to be creative and use sound judgement, diplomacy and tact.

Strong technical research and analytical skills with an ability to prepare reports and recommendations

Ability to develop and maintain effective working relationships at all levels in the organization and external stakeholders.

Ability to work across disciplines and in multi-disciplinary teams, and coordinate effectively with other sections in the department and with City officials and other interested groups, including citizens’ groups.

Ability to work effectively with changing and competing priorities with frequent interruptions within a multiple task environment.

Proficient in the use of software applications such as Adobe Creative Suite, CAD, SketchUp.
