DEPARTMENT: Economics, Advocacy and Negotiations (EAN)

Economics – group provides data and analytical support to a number of Doctors of BC committees, Negotiations, members, and other departments. In addition, the group provides direct support to members regarding Medical Services Plan (MSP) billings and rural benefits. In collaboration with the government, manage all changes to the Fee Guide on behalf of our members. Provide analytic and data support to Negotiations; support the administration and implementation of rural programs that enhance the delivery of rural health care; provide administrative, economic research and data support to a number of Doctors of BC committees.

THE TEAM: Audit and Billing

The Audit and Billing team delivers and curates opportunities for doctors to learn about appropriate billing techniques through both accredited and non-accredited billing sessions. In collaboration with internal and external partners, it develops new learning content, including guided and self-learning modules, tutorials and billing articles. The Audit and Billing team also oversees all matters pertaining to the audit process and provides support to physicians undergoing an audit.

THE INITIATIVE: Business Pathways

A key strategic initiative embarked upon by Doctors of BC in 2021, is to provide supports for physicians’ post-pandemic business practice. The Board approved the creation of a new team at Doctors of BC that will develop and deliver a suite of services to support members in adapting their business practices in a post-pandemic environment. This will take place in the form of a physician-specific business pathway for members providing advice and education in areas such as billing, accounting and legal advice on practice management, as well as contract support. The team will develop resources and education opportunities linked to each stage and decision point in a physician’s career, in addition to providing opportunities for peer-to-peer engagement and learning. Actions will include the creation of an infrastructure for regular education webinars for members on key topics linked to information, skills, and resources that members need to support and improve their practice of medicine. This ‘pathway’ will leverage our current service partners and strengthen relationships with new professional advisory services.

THE JOB: Billing Education Advisor, Audit and Billing

Reporting to the Manager, Audit and Billing, the Billing Education Advisor, as part of the Business Pathways Project, will develop and expand billing support services for physicians and MOAs. The Billing Education Advisor will also support this work by ensuring that all program activities are meeting their targets as per the evaluation plan.

The role includes participating in meetings with various committees, stakeholders and various levels of government, physicians, other departments of Doctors of BC and Sections/Societies. The Billing Education Advisor, Audit and Billing is responsible for taking a proactive approach to ensure progress occurs across projects, and that project milestones are met and effectively communicated across the team, department, and with internal and external stakeholders. This role will be involved in learning sessions, promotion, strategic discussions, quality improvement and managing program and initiative budgets.

RESPONSIBILITIES:
Billing Education;

Develop billing education modules such as; webinars, billing articles and self learning billing tutorials for publication on the Doctors of BC website and other ( as requested);

Liaise with the Doctors of BC Communications department and the Business Pathways Team to produce education material for the program;

Work closely with the Audit and Billing Advisor (Patterns of Practice Committee (PoPC);

Ensure billing content is developed in collaboration with our Partners / Stakeholders ( MSP / HIBC, BIP) and adheres to appropriate audit & billing protocols and audit trends;

Work closely with other Doctors of BC staff and Committees; Fee Guide Advisors, SSC /GPSC billing education staff, POPC, and other ( as directed);

Liaise and advise on appropriate billing protocols and education opportunities with all Physicians including, Sections, MOAs, UBC and other Stakeholders.

CME Billing Accreditation;

Develop and oversee course modules and ensure course learning objectives are met for the CME application process

Compose all program module presentations for speakers

Facilitate the CME application for the Scientific Planning Committee

Liaise with external stakeholders, conduct and track post-session evaluations, compose annual reports, and manage expectations with presenters and physicians / other stakeholder groups.

WHAT YOU BRING

A university degree and/or recognized professional designation in a related field, and up to four years of progressive and related experience; or an equivalent level of related work experience in lieu of post-secondary education

Demonstrated understanding of the Guide to Fees and the Medicare Protection Act.

Experience in project management and adept at balancing significant concurrent activities and projects with attention to detail and effective time management.

Excellent judgment in setting priorities, and managing time, identifying issues and problem-solving while working towards deadlines.

Proven ability establishing credibility with physicians, health care providers and support staff, and working with diverse groups who have different interests.

Demonstrated experience and problem-solving skills in strategic areas, complex and adaptive change and community development.

Excellent research and writing skills and proven ability to develop clear and concise communication

Ability to work effectively and efficiently independently and as a member of the team.
