Main Purpose and Function
As a member of the Social Policy and Projects research and data team, the Planning Analyst position will specifically focus on supporting the development, implementation, and operationalization of a Childcare Strategy. Key functions of this role will include quantitative and qualitative research and analysis to inform policy development, and supporting and managing communication, engagement, and project management needs related to this project.

Key activities of this position include: internal and external communications, key partner convening and engagement planning, collecting and analyzing data, developing surveys and evaluations, preparing graphic representations of data, and developing and delivering presentations.

Key Contacts and Reporting Relationships
Position reports to the Assistant Director of Social Policy and Projects through the Research and Data Team. Day-to-day direction will be under the Social Planner leading the development of the Childcare Strategy, and will also connect to work across the department, as required. The position will be embedded in the Child Care team and is expected to work closely and collaboratively with other Social Policy staff.

Specific Duties/Responsibilities
Amongst other responsibilities, this position will specifically provide research, analysis and other supports related to the development of a Childcare Strategy and related work, including:

• Internal and external communications and project management of the Childcare Strategy development workplan implementation
• Research and analysis (qualitative and quantitative) of social issues and trends impacting childcare and early learning in Vancouver, including (but not limited to) population demographics, the Healthy City Strategy, childcare sector data, City grants to non-profit organizations and tracking social facilities, targets, indicators and actions.
• Internal, cross -departmental and external research coordination and communication.
• Engagement and coordination with sectoral partners, including the non-profit childcare sector and other levels of government.
• Development of studies, surveys, and evaluation tools. 
• Preparation of graphic representation of information, presentations for both internal and external audiences.
• Other duties/responsibilities as assigned

Minimum Qualification Requirements
Education and Experience:

• University degree, preferably at a Master’s degree, in a social science or related discipline, or an equivalent combination of education and experience.
• Experience in data analysis and interpretation, demographic analysis, report writing and research coordination, related to childcare and early learning, equity, social issues, health indicators and/or population health.
• Demonstrated experience in social and/or health policy research settings, and working in a complex environment as part of a team and ability to manage competing pressures.
• Demonstrated experience in social and community development policy and program research and analysis specifically relating to social planning.
• Relevant lived experience combined with a broad perspective lens on diversity, is preferred

Knowledge, Skills and Abilities:

• Knowledge of health and social inequities and social determinants of health;
• Knowledge of relevant social and health policies, systems, roles and responsibilities of governments and health authorities;
• Knowledge of cultural safety, health impacts of racism and colonization, and experience working with Indigenous people is an asset;
• Excellent written and verbal communication skills; strong organizational and project management skills;
• Ability to adapt to priorities and meet prescribed deadlines in a changing environment;
• Ability to work effectively individually and collaboratively as a team member in a fast-paced environment;
• Ability to develop and maintain effective working relationships with internal and external stakeholders
• Excellent information and data management and analytical skills
• Proficiency in software for data analysis, reporting, presentation and graphic design; experience with specific office software (Word, Excel, Access, PowerPoint), GIS software (ArcGIS Pro and/or MapInfo), graphic design and publishing software (Illustrator, InDesign, Photoshop) and creating and maintaining relational databases will be assets.
