DIRECTOR, HOLYROOD MARINE BASE
Fisheries and Marine Institute, Memorial University
(Permanent Position)
THE EMPLOYER
Memorial University (MUN) is a comprehensive, multi-campus, public university committed to excellence. The Fisheries and Marine Institute (MI) is MUN’s oceans and polytechnic campus having locations in St. John’s, Foxtrap, Holyrood, Lewisporte and Stephenville with a budget of approximately $55 million and approximately 400 employees. MI is considered to be the most comprehensive institution of its kind in North America, with highly qualified employees and unique facilities such as full-motion ships bridge simulators and the world’s largest flume tank. It offers graduate and undergraduate degrees, diplomas, certificates and industry training for the marine sectors.
THE BACKGROUND
Phase I of the Holyrood Marine Base was opened in 2010 and included a 6000 sq. foot building designed to support at-sea education, training and research in the areas of ocean science and technology, ocean safety, fisheries and the marine environment. Phase IIA was completed in 2017 which included a breakwater and 1000-foot marginal wharf and finger pier with deep water docking facilities for small to medium ocean-going vessels. The facility is now home for three units of the MI (Marine Services, Centre for Applied Ocean Technology, and the Offshore Safety and Survival Centre), and is the principle launch point for ocean based programming and research deployments for the MI as well as other parts of MUN. The facility’s water lot is currently being developed to include subsea infrastructure and equipment that will allow the facility to become a controlled, calibrated and carefully benchmarked technology development and testing environment. This will support the evaluation and development of next generation ocean technologies, autonomous systems, remote operations, digitalization and will form the basis for enhanced ocean vehicle training and research. The facility provides innovators and entrepreneurs with ready access to a controlled testing environment including a broad range of coastal/ocean data and information. The construction of Phase IIB, the second and much larger building in the Holyrood complex, began in late 2020. Once complete, the facility will allow industry partners, including Small and Medium Enterprises (SMEs) that have a Technology Readiness Level (TRL) 3-6 ready concept, to use the site’s on-land and in-water facilities to conduct their testing and validation activities in support of product development and commercialization. Currently, other partners such as the Genesis Centre and the Town of Holyrood provide new SMEs with incubation space and programming support. The Holyrood Marine Base will provide the next stage of support in the innovation ecosystem supporting commercialization for these companies.

Based in Holyrood and reporting to the Associate Vice-President, (Marine Institute), Administration and Finance, working in collaboration with the leadership team at MI, the Director will be responsible for leading the development and operation of the Holyrood Marine Base with a vison to grow the facility and its lines of business and ensure strategic exploitation of the opportunities and strengths offered by the facility. The Director will be responsible for developing and executing a business development strategy for the facility, including a comprehensive strategic business plan and a promotional strategy (in collaboration with the MI Marketing and Communications department). As well, the position is responsible for coordinating and managing client activity and all daily operations of the facility including vessels. The Director must manage the competing demands of the groups that are based at or using the Holyrood Marine Base.
