Summary
Under the supervision of the Supervisor, Wastewater and Marine Environmental Programs, this position provides environmental sampling, data analysis, reporting and other technical support services to the Wastewater and Marine Environmental program (WMEP), Integrated Watershed Management Program (IWMP), Geo-Environmental and other programs, as required, within the Parks and Environmental Services Department. This position requires travel and sampling throughout the Capital Regional District.
 
The anticipated length of this term assignment is approximately 12 months.
 
Duties & Responsibilities

  • Carries out sampling and characterization of wastewater associated with treatment plants and sewer systems.
  • Determines program needs and priorities, and coordinates and conducts a variety of sampling activities for the Odour and Corrosion Control Program.
  • Carries out sampling from storm drains, watercourses, groundwater, surface water, the marine receiving environment and other environmental media, as required.
  • Designs sampling programs and schedules sampling activities, and coordinates with other departments to meet program objectives and regulatory requirements.
  • Composes Odour & Corrosion Control Annual Reports.
  • Compiles data and technical material for inclusion in the Hartland Landfill Environmental Program Annual Report and Wastewater and Marine Environment Program Annual Report.
  • Compiles and oversees large and complex data sets in spreadsheet and database format and analyses time series and spatial trends using graphic and tabular formats
  • Records field information and data in logbooks, and ensures scientific integrity of work carried out.
  • Collects GPS data and ensures methods are consistent with provincial standards.
  • Conducts odour and landfill gas surveys using electronic instruments and prepares odour maps.
  • Uses and maintains scientific instruments and sampling equipment.
  • Prepares and updates documents on sampling methodology and procedures.
  • Downloads data from automated samplers and data logging equipment.
  • Submits samples to CRD contract laboratories and ensures all sampling and analysis are carried out in accordance with satisfactory quality assurance procedures.
  • Checks and verifies accuracy and completeness of information and data in laboratory reports.
  • Assists with data management and preparation of data and technical reports.
  • Provides technical services to other CRD programs including the Geo-Environmental, IWMP, and Regional Source Control Program
  • Follows all policies, procedures and standards of the CRD
  • Performs other related duties including responding to unforeseen sampling events as required.

 
Qualifications

  • An undergraduate degree in chemistry, biology or environmental sciences with 2 years of related experience or a two-year technical diploma in chemistry, biology, environmental technology or related discipline with 5 years’ related experience.
  • Knowledge of biological and chemical sampling, preservation, analytical and quality assurance procedures for common biological and chemical parameters is required, in addition to experience in obtaining services from analytical laboratories, data verification, and the preparation of detailed field logs and interpretive data reports.
  • Experience with the development and implementation of field sampling projects is required. Familiarity with the set-up, operation and maintenance of manual and automated field sampling equipment, such as composite samplers, data loggers, and pH, ORP and conductivity meters.
  • Experience in sampling groundwater, storm water, industrial, commercial or municipal liquid and solid waste streams, ambient air quality and sewer headspace gas.
  • Experience and proficiency in various computer word processing (eg. MS Word), spreadsheet (MS Excel), and database software (ESIS), and the ability to write in a concise technical manner is essential
  • Knowledge of biological and chemical contaminant sampling and preservation as well as analytical and quality assurance procedures.
  • Proficiency with spreadsheet-based data management ensuring attention to detail and accuracy.
  • Ability to operate, calibrate and maintain scientific instruments and sampling equipment.
  • Field sampling experience and familiarity with municipal sewer, storm drain and landfill infrastructure.
  • Well-developed organizational skills and ability to work independently, prioritize work, and use sound judgement to produce results with minimum supervision.
  • Ability to work as part of a team, responds to broad direction, follow safety procedures, use initiative, be innovative and produce results without detailed supervision.
  • Experience with the safe operation of small marine vessels
  • Frequent heavy lifting is required.
  • Must possess a valid BC Driver’s Licence.
  • Small vessel operator proficiency certification
