The Association of Directors General of English School Boards of Quebec (ADGESBQ) is seeking to fill the

position of Project Development Officer to coordinate the analysis and monitoring of each project that is part

of the Canada-Québec Agreement for minority-language education and second-language instruction for the

English-language school boards. In addition, the incumbent will review and recommend improvements to the

application and approval process, and reporting mechanisms.

Projects that receive funding through this agreement pursue the objectives of contributing to the quality of

education and the improvement of learning conditions for minority language education and align with the

orientations of the strategic plan of the Ministry of Education (MEQ).

Primary Duties and Responsibilities

The candidate will liaise between the ADGESBQ, the Québec English School Boards Association (QESBA), the

MEQ, and the Direction du soutien au reseau éducatif anglophone (DSREA). Specific duties and responsibilities

include:

  • Managing stakeholder relationships by ensuring that objectives are identified and addressed, while

promoting effective individual and team performance.

  • Establishing guidelines that ensure project submissions reflect relevant legal requirements and address a

targeted need.

  • Developing and maintaining a communication and exchange network with various partners including

ministries, ADGESBQ, QESBA, school boards and stakeholder groups such as ADGESBQ’s sub

committees (ACES, DEEN, HR Table, PROCEDE, CTIP, Secretaries General and IESMC)

  • Representing the ADGESBQ in dealings with various partners and resources, conduct meetings of the

specialists concerned and coordinate/co-pilot the work of the groups involved regarding projects that

receive funding through the Canada-Québec Agreement.

  • Ensuring that standards and procedures for the monitoring and evaluation of approved projects are

developed and report periodically on the use of the Canada-Quebec Agreement funding, including the

financial management of the projects.

  • Ensuring that information resources are developed, applied, updated and communicated to the various

partners and stakeholders

  • Preparing the annual report with respect to contributions and expenses associated with each project and

seeking new projects to be included should funds become available.

  • Identifying opportunities for improvement and making constructive suggestions for change.
  • Assuming any other responsibility compatible with the function that may be assigned by the ADGESBQ.

Required Qualifications

  • Undergraduate degree in a relevant field of study;
  • Fluency in French and English;
  • Three to five years of experience in project management, policy development, evaluation of projects, data

collection and data analysis.

  • Interpersonal skills and team spirit.
  • Ability to travel, as our offices are located in the Montréal area, and occasional travel to various school

boards located across the province may be required. Teleworking is also a possibility.

Salary Range and Working Conditions – Project Development Officer

Are those as delineated in the Classification Plan for Professionals of English Language School Boards. The

salary range for this position is currently $46,114 to $82,585.
