As part of Saskatchewan’s Growth Plan, the Government of Saskatchewan has committed to investing in new health care facilities and infrastructure over the next decade, to support a growing province, a strong economy and a better quality of life for Saskatchewan people. As the Director, Capital Projects, Healthcare, you will be responsible for leading all aspects of the Ministry’s role in the replacement and major renovations of health facilities in the province, primarily focusing on hospital and long term care facilities, as well as oversight for various maintenance projects. In addition, you will be responsible for developing, planning, tracking, and forecasting projects in partnership with the Saskatchewan Health Authority (SHA), the Ministry of SaskBuilds and Procurement, and other internal teams.

Key responsibilities of the position:
Establishing and leading a project team to ensure success of the numerous projects, including developing individual work plans to ensure project team is held accountable for responsibilities;

Managing project budget, schedules, and scope within approved parameters;

Coordinating and engaging key Ministry and SHA stakeholders to ensure project alignment with programmatic outcomes;

Working strategically with the Ministry of SaskBuilds and Procurement to procure and deliver projects;

Managing consultant and advisory services related to project deliverables; and

Collaborating with various stakeholders including local communities and the SHA to ensure key health outcomes are considered in the development of the projects.

The Ideal Candidate

The successful candidate will demonstrate:
Significant experience managing, organizing and orchestrating complex projects & programs from inception through to project close-out;

Strong strategic thinking and planning skills combined with sound judgement, to anticipate capital planning issues and interests, and provide strategic advice that informs executive decision making;

Ability to organize and prioritize work and balance multiple activities concurrently;

Ability to work collaboratively and build consensus with a diverse group of stakeholders with demonstrated success in moving key stakeholders to a positive resolution;

Excellent communication and interpersonal skills, with the ability to build and maintain collaborative professional relationships, manage stakeholder expectations and interests and demonstrate client focus; and

Proven leadership in managing a team and the ability to effectively manage change.

You will have knowledge of:
The infrastructure sector;

The healthcare sector; and

Project management principles and methodologies.

Typically, the knowledge and skills required for this position would be obtained through the completion of a degree in Engineering, Architectural Sciences, Business, or graduate degree in a social science, health administration or a related discipline, supplemented with extensive experience providing leadership direction in the design, project management, development, and execution of projects. Familiarity with capital project procurement and management, capital project costing, budgeting and the tendering process would be a definite asset, as would knowledge of the health care system in Saskatchewan.

A Project Management Professional Certification (PMP) is considered an asset.
