The Opportunity

The LCBO is currently seeking a Director, Project Management Office who will define and lead the development and implementation of a refreshed PMO function. Reporting directly to the Vice President, IT Strategy and Management, the Director, Project Management Office will be accountable for building the PMO strategy, policies and processes and standing up the PMO centre of excellence, serving the entire organization including Retail, Supply Chain and Corporate Operations. You will build and maintain the project management methodologies, standard practices, and rules of engagement that will govern the consistent approach to project implementation and delivery throughout the LCBO. The Director, Project Management Office will be a key member in leading the LCBO’s IT transformation and modernization initiatives as you will oversee the design, build and implementation of multiple technology upgrade initiatives.

The incumbent will provide a data-driven approach to ensure projects are delivered on time and on budget in a fast-paced, dynamic environment, mitigating possible risk and exposure to the organization, while discerning and resolving escalations and scope creep.

About this Role

Build, establish and lead the development of the enterprise wide PMO function.

Collaborate with senior IT leaders to align the PMO strategy with the overall goals and objectives of the IT division.

Develop, implement and maintain project management policies and the PMO framework model with the goal of driving consistency in process, procedure and successful project outcomes and deliverables.

Create project benchmarks and scorecards to ensure proper governance, oversight, compliance and budget control measures are adhered to.

Build a team of competent Project Managers by training, mentoring and recruitment of qualified individuals.

Ensure all risk management analysis has been conducted in an actionable fashion and manage an identified risk from registration, monitoring, mitigation, escalation, and reporting.

Formalize the project intake process by providing hands-on support for developing a scope refinement process, completing complexity assessment and content of the cost benefit analysis before proceeding to funding approval.

Co-ordinate resource and budget allocation to different initiatives and projects while monitoring and highlighting project resource bottlenecks. Develop and implement mitigation strategies.

Your Skills & Experience

An undergraduate degree in Business Administration, Information Technology, Computer Science, or equivalent work experience in a related field

Several years of experience in project portfolio and service management experience in a leadership role.

Experience leading and influencing activities and interactions with direct reports and stakeholders. Experience developing senior technical professionals.

Ability to motivate, empower and develop a multi-disciplinary team

Ability to define problems, collect data, establish facts, and draw valid conclusions

Agile thinking – ability to respond quickly to new and changing business requirements and to collect and use information to thoroughly think through problems

Good-to-have’s

PMP, SA (Scaled Agility), and/or ITIL certification
