SUPERVISOR: Director of Youth Protection

The Ungava Tulattavik Health Center is located in Kuujjuaq and offers the whole health and social services in the eastern part of Nunavik. Serving seven Inuit communities with an equal number of CLSC, a center for the elderly and the hospital in Kuujjuaq, it employs approximately 1,000 employees: administrators, professionals, doctors, dentists, psychologists, nurses, social workers, support staff, etc.
Nunavik communities are located north of the 55th parallel where a subarctic climate prevails. It implies the existence of permafrost allowing no agriculture. Nunavik is the largest region covering about a third of the total area of Quebec. No road link exists between the communities of Nunavik and southern Quebec, and between Nunavik communities themselves. We have access to the region and its communities by air travel and by boat.
FUNCTIONS:
Person whom, under the authority of the Assistant to the Director of Youth Protection and Provincial Director, the person is responsible for these tasks:
Supervision of the recruitment of foster families for children and adults and so, ensures the necessary promotion activities
Evaluates the service offers from the postulant with a view to become a foster family, confirm their accreditation and sees to conclude the contractual relationship
Supervise the pairing, child or adult – foster family
Ensures the support and consultation to the foster families
Ensures the training program for foster families
Ensures the categorization plan and compensation for special, rehabilitation and relief foster families
Analyzes and supervises the reports issued and the record keeping in accordance with the laws and standards in force
Produces statistical data in accordance with the policies and procedures of the institution
Coordinates the interveners who act in the family-type resources service
Ensures the application of policies related to the activities of his/her department
Ensures budgetary control and human resources management
Qualifications
Must withhold Bachelor Degree in Human Sciences as: Social Services, Criminology, Psychology or Psycho-education;
Membership in a professional order is an asset (OTSTCFQ, OPPQ, OPCQ);
Have a theoretical and practical knowledge of :the Youth Protection Act (including adoption), Concept of protection, Youth Criminal Justice Act, Health Services and Social Services Act;
Ability to communicate correctly in English, in French and ideally in Inuktitut;
To have relevant experience in managing a family type resources service;
Capacity to adapt to a different culture and environment;
Capacity of working in a context of emergency, instability and pressure; Sense of analysis and synthesis;
Ability to work in a team and have good listening skills;
Discrete, autonomous, emphatic, diplomat, responsible, with a good sense for listening, added with initiative, strictness and proper judgement;
Respect for clientele; respect for authority;
Availability to travel to the Ungava communities as required ;
Must detain a valid driver license.
Conditions and benefits
SALARY: Working conditions shall be those applicable to middle managers of the Health and Social Services network.
SALARY: Class 38 Min: $77 926 Max: 101 304 $ / year
ISOLATION PREMIUM: $10 015 to $17 652 / year as per family status
HIGH LIVING COST: $ 3,075 / year, or more as per the number of dependents
RETENTION PREMIUM : $6 00$ / year
