GENERAL MANAGER

OCWA is seeking a proven, results-oriented manager to work within the Southwest Region to manage, provide strategic leadership and overall management for OCWA operations in Haldimand and Norfolk to ensure the delivery of safe, reliable, cost effective, competitive and profitable water and wastewater treatment services to clients. This opportunity will focus on working closely with our clients within a defined cluster of projects due to increased and expanded project work.

What can I expect to do in this role?

As the General Manager, you will:

  • Oversee the daily operation of multiple wastewater treatment and collection systems including WWT4 and WWC3
  • Develop and oversee business unit strategic and financial plans; developing multi-year strategic plan, budgets and resource plans along with delivery of contractual obligations.
  • Be accountable for the business unit’s health and safety performance and regulatory compliance.
  • Take accountability for financial performance and ensure client retention, growth and profitability through effective client relationship management along with support and attendance at client and council meetings.
  • Manage human resources through effective leadership of the team.
  • Lead the development and management of key projects in areas such as plant expansion and implementation of new technologies to increase capacity, conserve energy and find operational efficiencies.
  • Integrate and implement OCWA’s strategies, policies, programs, guidelines and procedures across the business unit.
  • Participate as a member of OCWA’s Senior Leadership Team and actively contribute to the development and evaluation of client service objectives, business plans, performance measures, and issues management strategies.

  • Maintain client relations through attending/presenting at client meetings, fulfilling contractual obligations and deliverables and communicating with senior staff at the county level including attendance at County Council.

  • Experience proactively responding to client business goals, as well as economic/market environmental changes that impact long-term business plans.
  • Superior interpersonal skills, excellent written and verbal communications, assertiveness, consensus-building skills and diplomacy.
  • Excellent organizational skills with demonstrated ability to prioritize, delegate and meet strict deadlines.

Leadership skills:

  • Experience leading employees while overseeing the management and administration of the provision of competitive and safe water and wastewater treatment facilities.
  • Knowledge of human resources management practices, policies and guidelines.
  • Demonstrated analytical, consultation, negotiation and problem solving skills.

Technical Skills and Knowledge:

  • Knowledge of the theories, practices and technical details of processes/techniques in the continuous operation of multi-site, technically complex water and wastewater treatment facilities on a 24×7 basis.
  • Knowledge and understanding of SCADA systems and alarm monitoring, Computerized Maintenance Management Systems (CMMS) and applicable financial programs for budgeting and presentations.
  • Good working knowledge of federal, provincial environmental and health and safety legislation, regulations, codes, standards and amendments to comply with mandatory requirements for environmental and human health, safety and security.
  • Ability to conduct research and gather relevant information to develop clean water and wastewater treatment service options for meeting future requirements resulting from economic growth.
  • Preference given to individuals that hold valid Operator Licenses and that can be designated the ORO of the facility.
  • Class G Driver’s license.

Other Essential Skills:

  • Knowledge of financial resources management to develop and manage department budget.
  • Knowledge of procurement policies and procedures to oversee all stages of acquisition of goods and services and prepare RFQs and RFPs.
