The Ministry of Health is responsible for maintaining an accessible, high quality, affordable system for health service delivery that meets the needs of the citizens of the Province of BC. Its mandate is to support and enhance a responsive, comprehensive, regionalized health care system that promotes and provides for the physical, mental and community health of all British Columbians.

The Finance and Corporate Services Division supports the Ministry Executive and programs by managing and ensuring a consistent approach to financial and corporate issues. The services are provided through six branches: Financial Operations, Strategic Finance, Regional Grants and Decision Support, Audit and Investigations, Capital Services and Business Financial Transformation. These branches provide financial advice and assist programs to meet their strategic goals and operational plans, and ensure compliance with relevant legislation, regulations and central agency directives.

The sustainability of the health system is dependent on maintaining and enhancing capital infrastructure to support the short-and long-term service delivery needs of British Columbians. Health capital infrastructure includes hospitals and care facilities, major medical equipment (e.g. MRI and CT scanners), and information management and technology systems (including e-health systems).

The Director, Health Authority Capital, ensures that appropriate structures and processes are in place for effective Ministry of Health oversight of Health Authority capital projects (with expenditures of approximately $3 billion over three years). The role requires sensitivity and tact in the reconciliation of frequently divergent interests and conflicting values to arrive at decisions that may broadly affect all aspects of health care delivery across the province.

The Director provides timely advice and direction to senior staff of both the Ministry and Health Authorities regarding all aspects of capital project development from planning through construction. The Director oversees, monitors and reviews significant health authority capital projects throughout the planning and implementation phases (i.e. from business plan development through construction and procurement). The Director exercises delegated authority to resolve disputes, negotiate or mediate issues involving one or more health authorities, or address capital issues that have been referred from Treasury Board, the Ministry of Health, or health authorities.

Job Requirements:
In order to be considered for this position, your application must clearly demonstrate how you meet the education and experience as outlined below:

Bachelor’s degree or diploma in Architecture, Engineering, Public or Business Administration or related field and a minimum 2 years of related experience; OR,

An equivalent combination of education and experience may be considered.

Related experience must be a minimum of two (2) years in each of the following:

Coordinating resources and project teams.

Capital project planning, budgeting, procurement, and issues management.

Working with complex project documentation, including synthesizing a large volume of information and presenting it clearly and concisely to decision makers.

Developing and maintaining effective working relationships with stakeholder groups in contentious and sensitive situations.

Leading and resolving staff issues, including developing and evaluating performance goals; coaching, team-building and mentoring.

Preference may be given to applicants with one (1) or more of the following:

Three (3) or more years experience in one (1) or more related experience listed.

Experience writing Cabinet and/or Treasury Board submissions.

Experience working in the health sector.
