About Our Opportunity

We are recruiting for three (3) Directors for our Public Health branch, managing the three (3) different program areas of Health Protection, Health Promotion, and Public Heath Surveillance:

Director, Health Protection – provides leadership and direction in areas such as communicable disease prevention and control, outbreak management, and management of the publicly funded immunization program.

Director, Health Promotion – provides leadership and direction in areas to promote the health of the population, address health inequities, and prevent disease and injury.

Director, Public Health Surveillance – provides leadership and direction related to the surveillance of public health issues whose purpose is to understand the health of communities and population health determinants, and recognize and assess outbreaks and trends in chronic disease, communicable disease, and injury.

Primary Accountabilities

In each Director role, we count on your expertise to provide strategic leadership, direction, guidance, and project management in your key program areas. You will each contribute to the enhancement of our Public Health System by working collaboratively across the Department, government, the NSHA and the IWK on key initiatives to advance strategy, planning, reporting, performance monitoring, and accountability. You will achieve this by:

Outcome monitoring, investment prioritization, and risk planning for the Public Health system;

Providing evidence-based research, policy analysis and strategic leadership on related policy, programs, and services;

Delivering multiple plans and strategies aligned to departmental and government priorities;

Engagement and collaboration across the Department, government, the NSHA, and IWK;

Contributing to national policies, guidelines, programs, and initiatives by representing Nova Scotia on committees; and

Team leadership which inspires creativity and motivates and encourages new innovative opportunities, programs, markets, and initiatives to further develop and strengthen Nova Scotia.

You will represent the Department on government, industry, public/private, inter-department and internal committees, project teams, and at conferences and meetings.

Qualifications and Experience

As our next Director, you will have completed your bachelor’s degree in a health-related field, combined with several years of progressive management experience in the field of Public Health. Possession of a master’s degree in a health-related field will be considered a strong asset. Experience working within the health system and in government is also considered an asset.

Your work experience includes you having led large teams of professionals across multiple locations, and remotely. You are known for your abilities to solve complex problems and demonstrate an ability to forge strong relationships of trust and collaboration across diverse groups and communities. You promote working in a highly collaborative, human centred environment where you can balance both the citizen and employee as priorities. These roles require you to have experience in leading large-scale change in a complex stakeholder environment. As a dynamic leader, the successful candidate must possess the ability to lead change, move forward new initiatives and overcome ongoing challenges.

You have an appreciation for the vision of the Nova Scotia health system, its structure, and legislated roles. You further demonstrate a combination of knowledge and understanding of:

health protection and/or promotion;

health policy research and development;

public health surveillance and epidemiology;

communicable diseases, non-vaccine preventable disease, outbreak management, and publicly funded immunization planning;

health inequities and trends;

legislative and budgetary processes; and

project management, risk management and mitigation principles and practices.

Leadership competencies required at this level of work are: Decisiveness, Strategic Orientation, Developing Others, Team Leadership, Self-Awareness and Personal Impact, Effective Interactive Communication, Partnering and Relationship Building, and Intercultural and Diversity Proficiency.

We will assess the above qualifications and competencies using one or more of the following tools: written examination, standardized tests, oral presentations, interview(s), and reference checks.

Working Conditions

Most of your time is spent in a comfortable office setting with some site visits as required.

Your normal work week is 35 hours/week, 7 hours/day (and may require availability 24/7 during times of emergency and working overtime on occasion).

Pay Grade: EC 13

Salary Range: $3,705.20 – $4,642.15 Bi-Weekly
