The Manager, Commercial and Business Development is responsible for providing strategic portfolio and property planning and for implementation of plans to ensure the organization’s vision, mission and values are effectively conveyed and operationalized in the commercial portfolio. The scope of this planning and implementation extends from strategic planning, budget preparation and contract sourcing to service delivery, contract compliance management and stakeholder management.

The Manager, Commercial and Business Development responsible for identifying new business opportunities within the half million square feet owned, defining and measuring on strategic and operational activities. This includes managing the day-to-day operations and maintenance needs of a portfolio of approximately 180 retail units with an estimated 600,000 sq. ft. of commercial space, building roof top rentals for wireless equipment, and various multi-media ventures on TCHC buildings.

The Manager, Commercial and Business Development is also responsible for the project management and delivery of various capital jobs within the commercial portfolio (retail space), with an aggregated value of up to $1.5 million per year.

What you’ll do

Commercial Real Estate Management:
Responsible for establishing Commercial and Office Services business plans, annual budgets exceeding $40 million per year, and performance benchmarks for commercial revenue streams; directly accountable for staff performance against those benchmarks.

In capacity as subject-matter expert, designs and implements business strategy including work plans to consistently improve performance and increase bottom-line profit margins of TCHC’s commercial portfolio.

Responsible for developing and overseeing the organization’s corporate capital budget including fleet purchases.

Promotes innovation in TCHC’s commercial real estate approach and undertakes strategic lease negotiations to increase net returns to TCHC.

Negotiates with private sector partners to leverage TCHC assets and achieve objectives of improving commercial assets and increasing residents’ access to services in the community.

Oversees a portfolio over half-a-million square feet of retail and office spaces, 400 wireless rooftop sites, bulk commercial parking, and on demand parking.

Oversees all 3rd party media advertising on walls and rooftops and film productions on TCHC properties.

Negotiates and drafts all commercial leases/licenses, contribution agreements, renewals, amendments, consent agreements, etc. in collaboration with internal and external solicitors and stakeholders.

Negotiates with public sector partners on various matters related to planning approvals and consents, expropriations, tiebacks, sale of assets, etc.

Works closely with development partners and provides input in the planning and design of commercial spaces and commercial parking for new development projects; also provides input on retail strategy for joint-venture/co-tenancy spaces.

Negotiates external leases for all TCHC leased office spaces.

Develops and maintains strong relationships with the brokerage community, national tenants and agency partners.

Conducts in-house highest and best use analyses and manages marketing activities to secure top tenants at minimal cost to TCHC and ensure highest returns for the organization.

Consistently monitors local commercial real estate leasing and sales trends and makes recommendations to Executive and/or adjusts marketing strategies to ensure that TCHC remains competitive.

Leadership and Accountability

Responsible for developing, monitoring and adhering to the Divisional Workplan for both business units including clear, measurable targets for staff and a framework for objectives to be met.

Leads and directs innovative and cost-effective approaches in capital repairs to commercial retail sites to achieve strong financial returns and TCH policy objectives.

Effectively allocates resources within the Units through effective standard operating procedures and protocols to ensure quality service delivery for internal and external clients.

Responsible for establishing and monitoring annual fleet capital and operating budgets for almost 200 vehicles including policy management, service level agreement negotiation with the City and oversight and control mechanisms.

As a member of the Fleet Advisory Committee, continues to evaluate and enhance options for the provision of procurement and contract management services to city-wide fleet divisions and agencies.

Consults with the Executive Leadership Team and other divisional heads to discuss priorities and exchange information as it relates to joint projects and operational needs.

Participates in a variety of high level sector tables, committees, boards, task forces and working groups and with tenants of TCHC.

Promotes a collaborative, learning and team-based culture through role modelling and encouraging others; supporting continuous learning and encouraging innovation.

Ensures cost-effective and responsible management of the Division’s financial, material and human resources to achieve results.

Determines appropriate staffing levels to meet targets and objectives

Monitors deployment of staff including, but not limited to overtime, scheduling, absenteeism, vacation to ensure appropriate use and takes corrective action, as required.

Reviews finance reports, forecasting and spending analyses plus conducts ongoing environmental scanning; adjusts priorities to meet targets as needed

Oversees team’s adherence with procurement policy and exercises sound financial judgment to mitigate risks.

Provides strategic guidance and effective problem solving and performance management techniques to address interdepartmental issues.

Identifies training/development needs and ensures training/development opportunities are provided to individual staff members and the team as needed.

Builds an environment that supports business results, excellent customer service, and a safe and healthy workplace.

Ensuring compliance with collective agreements and TCHC human resource policies.

Real Estate Contract Management:
Oversees all redemptions of units and rental for the Malvern Equity Portfolio (124-unit multi-residential building).

What you’ll need

Minimum seven (7) years’ experience in Facilities Management, Property Management or related area, or a combination of education and experience, in supervising people and projects.

Technical background preferred and professional designation/certification an asset.

College diploma in Facilities Management or related education in Property Management, Business Management or related areas. University degree within a related area, with a specialization on Facilities Management or Property Management preferred.

Knowledge of the principles and practices related to the delivery of property management services, including legal (Landlord and Tenant Board), human resources, community safety, property maintenance, administration and financial management.

Knowledge of related legislation affecting residential tenancies, social housing and building/property standards.

Experience with managing large budgets with firm knowledge of basic accounting principles, budgeting, financial analysis/projections, and management of key performance indicators.

Previous business development experience working in a public sector environment is of value.

A proven ability to develop and maintain high-level external partnerships.

Strong collaboration, strategic planning, problem solving, and negotiation skills.

Experience preparing and presenting board, committee and executive level reports and presentations.

Extensive knowledge of commercial retail leasing and management.

Extensive knowledge of telecommunications practices and protocol including legislation related to rooftop antenna sites and in-building wiring for cable, internet and phone services.

Customer service experience.

Strong people management experience.

Knowledge of base building systems and construction in the residential and commercial asset class.

Knowledge of Toronto Community Housing programs, policies and core values.
