The Director, Health, Safety and Environment (HSE) is a senior leadership role in the Canadian region.

The Director, HSE sets strategies, policies, programs, standards and plans for the Canada region that drive an HSE excellence culture and brand, positioning the company as a leader in HSE with employees and customers.

This position plays a significant role in developing and building commitment, awareness and competencies within the business and its people, resulting in the achievement of HSE strategies and plans. The role ensures an effective HSE Management System is maintained to meet and exceed company requirements and local legislation, and which adequately addresses local HSE. The position guides the business on setting HSE objectives annually, communicating these to all employees, and monitoring and reporting on progress.

This role is accountable to position the business with global enterprise initiatives of HSE standards and ensure best practice adoption which continually improves HSE performance as part of good business practice.

RESPONSIBILITIES

Develop HSE policies, programs, processes, standards and plans aligned to the strategic direction of the Canada region and WSP Global’s ‘Expectations for Health and Safety Management’ program.

Oversee the integration of WSP and Golder HSE programs, processes, standards, and tools into one industry leading HSE Program.

Lead the Canadian HSE group and provide guidance and mentorship to senior level direct reports.

Ensure all elements of the H&S platform encompass best practices, industry and global standards and trends.

Successfully lead and drive an HSE excellence culture at all levels.

Provide oversight and leadership to key competency development of HSE priorities.

Provide HSE leadership and expertise to the senior leadership team.

Ensure effective communication with the Canada leadership team on HSE performance.

Develop and build commitment and awareness of HSE strategies, plans, programs, policies and practices.

Create long term success by integrating HSE standards, best practices, key trends and system enhancements throughout the organization.

Remain current with new and changing HSE regulatory/legislative requirements and emerging issues/trends, while initiating action to ensure programs, policies and practices are compliant.

Understand customer priorities and requirements to effectively represent and adapt the HSE platform to meet and exceeds customer needs.

Represent the Canadian region externally within industry, customers and legislative agencies to effectively promote a safety and excellence brand.

Integration and Innovation of HSE Teams, Programs, Processes and Standards

Assess current state needs and gaps with a focus on implementation efforts and long-term goals in creating a high performance, zero incident safety organization.

Champion a HSE focused work environment through safety accountabilities and performance targets for leaders and employees to model the expected outcomes and results and sustain outcomes.

Provide people leadership to the HSE team to steer the change efforts and assimilation into one organization and guide HSE leaders through effective coaching, influencing and mentoring efforts.

Lead and oversee the review of HSE policies, programs and practices with the goal of streamlining and creating efficiencies to ensure consistency and effectiveness.

Develop and Provide Oversight to HSE Competency Development

Lead HSE competency growth by developing key competencies required for various levels of the organization which ensure alignment of behaviors with expectations and goals.

Create and set expectations and requirements for continuous HSE performance through active performance management and stewardship.

Build a disciplined continuous improvement approach through gap assessments.

Develop pro‐active effective solution plans with appropriate measures, e.g. competencies, Key Performance Indicators (KPI’s), system and technology enhancements, HSE programs and training platform enhancements.

Enhance effective audit programs designed to objectively evaluate safety performance.

Ensure preparedness for emergencies through processes, structure and resources to sustain effective emergency management.

Environment Strategies and Excellence

Develop environmental strategies in alignment with business objectives and ensure consistency of strategic initiatives and plans throughout the organization which are aligned to WSP Global’s ‘Expectations for Health and Safety Management’ program.

Maintain an up‐to‐date knowledge of environmental issues, policies and trends and communicate that knowledge to senior executive leadership teams as appropriate.

Maintain a thorough and up‐to‐date knowledge of environmental legislation affecting company operations and communicate significant changes to management.

Ensure policies and programs are in place promote environmental excellence.

People Leadership

Provide strong leadership and effective mentorship, coaching, and guidance to the HSE leaders and teams.

Model effective change management sponsorship, influence, and principles for successful and sustained integration and cultural adoption.

Be responsible for aspects of people management including but not limited to: recruitment, compensation, succession, performance management, talent, and leadership development.

QUALIFICATIONS

An undergraduate degree or equivalent experience.

Designation of Canadian Registered Safety Professional (CRSP).

Minimum 10 years of experience in a leadership position in Health and Safety.

Proven Health and Safety leadership track record and reputation.

Expertise in developing, implementing and managing H&S portfolios.

Comprehensive knowledge and expertise of H&S legislation, occupational H&S compliance requirements and regulatory structure in all Canadian jurisdictions.

Expertise and knowledge of best in class health and safety programs, standards, processes and requirements, risk assessment processes and techniques and training in hazard recognition, assessment and control.

Incident investigation skills and training as well as emergency management processes, requirements and structure including auditing knowledge.

Strong people leadership capabilities with effective change management experience and demonstrated ability to lead and influence cultural and organizational transformation.

Ability to quickly establish credibility and build effective relationships.

Ability to form, facilitate and maintain internal and cross‐functional teams.

Established external networks and customer/stakeholder relationship experience.

Excellent interpersonal, communication and influencing skills with ability to communicate well with all levels of the organization, executive‐level customers and external relations.

Strong strategic and critical thinking, negotiation and decision-making skills.

Placement in the Organization:
Reports to the Canadian Senior Vice President, Project Delivery Excellence, and Global Health and Safety Leader. Key internal clients are business operations and national business line leaders. Partners with and leverages shared services such as Finance, Human Resources, Legal and Communications.
