The Opportunity
The Medical Services Branch of the Ministry of Health has a great opportunity for an experienced and strategic leader with strong communication skills for the permanent full-time position of Director, Insured Services based in Regina. This position is an exciting opportunity to manage a wide range of functions related to the Medical Care Insurance Plan and related programs.
Under the leadership of the Executive Director, Medical Services Branch, this position will be responsible to:
Design and lead an efficient series of processes to administer insurance programs and supports to both residents of the province and physicians, dentists and optometrists.
Act as the Ministry’s primary contact on insured health benefit programs both within and outside of the province and ensure programs and services are delivered in a client-centered, sustainable manner.
Utilize strategic thinking to develop options to address complex problems and make recommendations for consideration by senior leadership within an environment of accountability and sustainability.
Balance multiple issues that are often sensitive with clients in an emotionally-charged environment, while providing clear and concise direction.
Develop and maintain effective working relationships with a range of stakeholders, including the public, to effectively, efficiently and consistently achieve results.

The ability to manage and provide direction to one out-of-scope position as well as oversight for 20+ in-scope positions including both strategic and operational staff. This position also provides leadership and direction to the branch’s medical consultants who provide medical advice and expertise to the insured services area.
The ability to interpret and apply complex legislation, regulations, and policy to make decisions and then communicate those decisions in a clear and concise manner.
Superior leadership and team development skills that inspires others to reach new goals in a challenging, fast-paced environment where change is continual.
The ability to establish effective working relationships combined with demonstrated supportive communication, participative decision making and negotiation skills.
Leadership and supervisory experience to ensure fiscal and program accountability.
Typically, the knowledge and skills required for this position would be obtained through the completion of a post-graduate degree in public/business/health administration, health sciences, economics or a related field combined with several years of senior experience in a comparable field. Knowledge of health insurance programs and health policy issues would be an asset.
