The Ministry of Highways, Northern Operations is seeking a Manager for the Provincial Airport and Marine Operations, located in Prince Albert.

Manager, Provincial Airport and Marine Responsibilities:
Provides Leadership, direction and management to one barge, 16 airports and 12 ferries located across the province;

Oversees the development of maintenance and operational policies related to air and marine operations. This includes implementing changes in Transport Canada regulations;

Oversees the scheduling, design, tendering and contract administrations of multiple marine and airport projects valued typically up to $1.0 million;

Maintains an effective inspection program to ensure compliance with regulations and standards;

Provides airport and ferry operation training;

Manages air and marine operating and project budgets; and

Directly manages the work of one Marine Specialist and one Airport Specialist.

The successful candidate will be approachable; have a flexible attitude when interacting with members of the public and the work unit; be self-motivated to complete tasks, and be adaptable to changing work situations. You will also have strong written, oral, and presentation skills. You will also have experience managing staff.

The successful candidate will have a strong understanding of airport and marine programs, including knowledge of regulations, standards, procedures, policies, legislation and planning. This includes but is not limited to the Canada Aviation Regulations, Canada Shipping Act, Navigable Waters Protection Act, Environmental Acts and Regulations, and the Shore Land Alterations Act. Experience with Ministry Maintenance Manuals would be considered an asset. You will also have a strong understanding of Safety Management Systems, Emergency Response Planning and Wildlife Management. You will also have knowledge of Airside Vehicle Operators Permit (AVOP) and Restricted Operator Certificate – Aeronautical (ROC-A), and Industry Canada Accreditation to provide ROC-A training. Project Management experience including planning, tendering, coordinating, and supervising consultants to ensure effective delivery of construction and maintenance projects is also required.

The successful candidate must be willingness to work under extreme and changing climate conditions and be willing to travel and work flexible hours.

Typically, the knowledge and skills for this position would be achieved by operational or managerial involvement in an airport/marine program. Applicable diplomas from an accredited institution would be considered an asset. A pilot licence would also be considered an asset.
