Director – Motor Carrier Enforcement Programs

Manitoba Infrastructure is responsible for the development of policy and legislation for the department, and for the management of the province’s vast transportation network. To meet these responsibilities, the department delivers a wide range of programs and services that play a critical role in sustaining the contributions of the transportation sector to Manitoba’s economic growth.

Must hold a valid Manitoba driver’s license and may be required to obtain a Class 4 Manitoba driver’s license.

Qualifications:Essential:
Post-Secondary education in public/business administration or an equivalent combination of education, training and experience may be considered.

Progressive experience in regulatory administration or law enforcement.

Demonstrated experience supervising staff and managing human resource issues.

Demonstrated experience in budget preparation, financial management and reporting.

Proven ability as a leader with a commitment to create, support and sustain a diverse environment that enables staff to achieve results and to develop for the future.

Demonstrated ability to leverage opportunities for innovation, find creative solutions to issues, and successfully manage change.

Experience translating strategic priorities into clear operational and business plans, and experience with strategic performance management and measurement systems (e.g. Key Performance Indicators, Balanced Scorecards).

Strong verbal communication skills.

Strong written communication skills.

Political acumen demonstrated through experience providing strategic advice to senior leaders on complex topics and sensitive issues.

Experience providing leadership and direction in the design and implementation of legislation/regulations, policies and programs.

Extensive experience liaising and consulting with various stakeholders in relation to designing and delivering effective policies.

Desired:
Training in the principles of Administrative Law.

Experience in transportation safety management.

Duties:
As a member of the department’s management team, the Director is responsible to lead and manage Motor Carrier Enforcement Programs (MCEP), provide advice and support to the Assistant Deputy Minister, Executive Director and other members of the department’s Executive Management Committee.

MCEP is responsible for delivering the on-road compliance monitoring program of heavy commercial vehicles (i.e., gross weight 4500 kilograms and up, and motor coaches seating 11 or more people) across the province, through the actions of Motor Carrier Enforcement Officers (MCEO). The program is responsible to detect and prosecute carriers that violate safety legislation (provincial and federal) related to the movement of goods and people, delivers the on-road mechanical inspection program which takes unsafe vehicles off the road until they’re fit to return to service, and, protects Manitobans’ investment on highway infrastructure.
