Our Program Management Office is seeking a Director, Capital Projects Reporting to provides strategic leadership and direction in the development, implementation and management of CPG capital reporting standards, processes, practices and systems.

Reporting to the Executive is accountable for reporting on Metrolinx’s $40 billion+ capital program to senior management, Metrolinx’s Board of Directors and external stakeholders.

What will I be doing?

Leads the strategic development of and establishes a governance and policy framework for CPG capital reporting standards, processes, procedures and systems, based on industry best practices, protocols and Metrolinx business priorities, objectives and requirements;

Leads the development and management of all capital program reporting, specifically budgets, schedule, risks and status for the Chief Capital Officer, Deputy Chief Capital Officer and senior leadership team

Manages the production/delivery of reports (to various stakeholders including MTO, the federal government and internal stakeholders) based on a quality-assured dataset and provides strategic direction on how and what information should be reported based on the various audiences;

Works with stakeholders (specifically Infrastructure Ontario) to ensure that CPG’s capital projects are reported consistently, accurately and laid out to meet Metrolinx’s needs;

Develops and enforces reporting procedures that ensure that delivery teams are reporting accurate and complete information within the mandated reporting timelines;

Liaises and interacts with Program Delivery Leads (Vice Presidents) across CPG and Infrastructure Ontario to provide a high level of expertise and advice on project reporting and relevant policies and procedures;

Directs and manages a unit/department of staff through subordinate managers;

What skills and qualifications do I need?

Minimum ten (10) years’ related and progressive experience developing and managing program and project reporting systems, processes and procedures for major public infrastructure programs

Completion of a degree in Business Administration, Program Management or a related discipline – or a combination of education, training and experience deemed equivalent

Expert knowledge of methods, techniques and best practices of large program reporting to lead the strategic development and management of a governance framework and standards and the production of reports that drive evidence and results based decision-making and facilitate the achievement of strategic goals;

Knowledge of capital program delivery systems (including planning, costs, schedules, milestones);

Knowledge of data warehousing methodologies, management and security principles and practices to lead the development and maintenance of a secure data warehouse;

Knowledge of government bodies, external agencies and partnering transit organizations involved in developing public transportation systems;

Knowledge and understanding of technical and financial information as found on large capital programs;

Knowledge of Human Resources legislation (e.g. Employment Standards Act, Occupational Health & Safety Act, etc.) to monitor and manage employees and contractors, including experience in the application of collective agreement provisions;

Managerial expertise to provide senior technical and administrative leadership to an operating or function unit with multiple teams;

Knowledge of budget development and management processes (annual and long-term budgets);
