SGI is searching for a Senior Director, Vehicle & Driver Programs to join the Auto Fund leadership team. The successful candidate will be responsible for providing leadership, oversight and coordination in the development and execution of Auto Fund Vehicle and Driver Programs strategic initiatives, ensuring collaboration with leadership in applicable areas and alignment of initiatives to ensure successful implementation.
In this role you will oversee and lead Auto Fund teams to build, deliver and maintain a framework that enables strategy development and continuous improvement of vehicle and driver programs. This role is key in leading the integration and alignment of portfolio programs with all other Auto Fund Operations, Auto Fund Corporate and Traffic Safety Programs.
Key Accountabilities

Auto Fund Strategic Planning and Initiatives
Collaborates with Auto Fund Corporate and senior leadership in the development and establishment of Auto Fund operations strategies and tactics to address concerns, ensuring impact of changes include consideration beyond immediate area to improve overall team effectiveness and support achievement of corporate and divisional strategies.
Stays current with and understands emerging trends in the industry identifying opportunities and solutions, preparing recommendations to optimize opportunity for product/service enhancements, and/or strategic improvements to support the company’s strategic initiatives.
Supports the development and leads the implementation of programs and services with a focus on quality assurance and service excellence in alignment with customer centricity and operational excellence.
Collaborates with Auto Fund Corporate to develop, establish, implement and ensure adherence to best practices, policies, standards, legislation and procedures.
Leads consultations on Auto Fund Operations initiatives to capture feedback from stakeholders with potentially conflicting priorities. Develops a recommended course of action that meets the needs of business and government and effectively responds to stakeholders about the outcome while maintaining a productive relationship.
Through empowerment, accountability, and innovation, supports the expansion and execution of divisional strategies.
Represents SGI in strategic partnerships and develops collaborative strategies for success, including how success will be measured.
In collaboration with Auto Fund Corporate, defines, monitors, and reports success measures for strategic initiatives and partnerships, ensuring strategies are successfully implemented, roadblocks are removed and recommends course correction if required.
Liaises with government on Auto Fund initiatives and adapts to changes in strategic and/or political direction.
Represents SGI on strategic initiatives at various government committee meetings (e.g. Government Operations Committee, Red Tape Reduction Committee, Crown & Central Agencies Committee.)
Auto Fund Programs Leadership
Oversees and promotes the development, implementation and evaluation of new projects (e.g. Autonomous & Highly Automated Vehicles); and of driver training, vehicle safety and registration policies, processes and procedures.
Oversees and controls all driver training and licensing practices and procedures ensuring alignment with standards and policies as developed through The Automobile Accident Insurance Act (AAIA), The Traffic Safety Act (TSA) and related regulations; recommending and developing appropriate legislation as required.
Oversees coordination and administration of provincial driver training and driver examinations (all classes), Driving Without Impairment / Alcohol and Drug Education and Medical Review programs.
Collaborates with senior leadership and Auto Fund Corporate to review and obtain agreement on third party contracts (e.g., driver training schools, inspection stations, driver assessment programs, ignition interlock.)
Leads the development, implementation and ensures adherence to vehicle safety standards.
Oversees coordination and delivery of vehicle inspection services via a province wide network of third-party inspection services.
Liaises with Legal (internal/external) on regulatory issues, third-party contracts and unique litigation matters engaging appropriate leadership to support resolution.
Leads, consults with and advises leadership team to address executive, ministerial, Fair Practices Office, Ombudsman and public inquiries.
Oversees compliance with standards, procedures, regulatory requirements, and governance protocols related to vehicle registration, National Safety Code, and licensing, collaborating with auditors, police and Ministry of Highways and other jurisdictions to initiate corrective action when required.
Relationship Management
Develops, maintains and expands effective communication and relationships with business partners, including, but not limited to training schools, inspection stations, commercial carriers, health care providers, among others to manage operational concerns, identify issues and opportunities for improvement (e.g., customer care/service, business processes) and to ensure necessary follow up action.
Promotes and maintains relationships with external interest groups, including, but not limited to Saskatchewan Trucking Association, Ministry of Highways, Ministry of Justice.
Collaborates with Auto Fund Corporate to resolve escalating and complex business partner and third-party vendor issues ensuring alignment to standards.
Collaborates with Auto Fund Corporate to support partnership, program and policy execution in accordance with contractual and service guidelines.
Drives positive customer experience through alignment to divisional and corporate expectations (e.g., intentional customer experience).
People Leadership
Builds a high performing workforce by actively leading human resource activities.
Ensures development of divisional succession plans.
Builds a culture of leadership and accountability to effectively deliver on strategic and corporate strategies, ensuring integration with employee performance development and career development plans.
Drives performance through team members and is committed to leadership development across the company, supporting employees and workforce readiness through mentoring, training and developmental opportunities.
Corporate Management
Ensures programs and policies are in alignment with corporate, strategic and divisional strategies.
Manages risk in area of authority.
Prepares, reviews, manages and/or approves departmental/divisional budgets.
Prepares decision requests, decision and/or information items and/or SGI board items.
Ensures that the Health, Safety and Emergency Management Policy is applied in area of responsibility, including development, implementation and managing of program components specific to departmental health and safety requirements.
Makes decisions for departmental operations that are efficient, effective and in alignment with strategic direction and priorities.
Ensures department and program policies, procedures and guidelines are in compliance with applicable federal and provincial legislation and regulations; implements and evaluates changes to legislation and regulations in area of authority.
Establishes and maintains an effective system of internal controls to support reliable financial reporting and compliance in accordance with applicable laws and regulations within the span of control, and communicates the importance of internal controls to staff.
Education & Experience
A four-year degree from an accredited post-secondary education institution in a relevant field of study such as Business or Social Sciences.
Twelve years of experience, comprised of eight years in progressively challenging leadership roles and four years in a regulatory, customer focused, insurance or financial services business environment leading large-scale changes that successfully influenced employee and customer experience.
Valid driver’s licence.
Knowledge, Skills and Abilities
Knowledge of strategy development and execution.
Knowledge of driver and vehicle registrars.
Knowledge of the insurance industry.
Knowledge of the services provided by the division and partner agencies and associations.
Knowledge of, and skill in interpreting and applying, the provisions of The Traffic Safety Act, The Automobile Accident Insurance Act, The Vehicles for hire Act, Snowmobile Act, ATV Act and related regulations.
Knowledge of contract management.
Knowledge of organizational units, and how they interact to support the corporation’s operations.
Knowledge of how financial information contributes to management understanding and decisions.
Knowledge of project management methodologies and techniques required to plan, manage and execute projects.
Skill in the preparation and analysis of complex financial data, reports and statements.
Ability to build and maintain dynamic relationships with business partners, vendors and others.
Ability to write high-quality reports that are clear, concise and targeted to the audience.
Ability to prepare and deliver effective presentations.
Pay Range:$127,260.00 – $169,692.00
