Director, Community and Correctional Services

Bi-Weekly Hours: 75.0 hours bi-weekly(Commencing Immediately)The purpose of the position is to provide overall management and leadership to the Province’s Community and Correctional Services Division. The incumbent is a member of the departmental Senior Management Team and performs acting Deputy Minister responsibilities where delegated. The Director performs legislated functions mandated within Federal and Provincial Statutes including: Criminal Code of Canada, Youth Criminal Justice Act, Controlled Drugs and Substances Act, Correctional Services Act, etc. Policy and programs are approved at the Director’s level. This is a senior management position with diverse and complex demands of an administrative, operational, program, policy financial and planning nature.Duties include but not limited to: – Leads the division to ensure a responsive service that is evidence-based and rooted in the principle of continuous improvement;- Represents the Division on whole of government and intergovernmental initiatives;- Responsible to ensure the appropriate tools and resources are in place to respond to crises and critical incidents in order to mitigate risk to clients, staff and the public; – Provides information to the department and media as requested;- Provides case/incident consultation for complex cases including consultation for issues that may take place in a 24/7 operation (e.g. critical incidents, risk management, high-risk offenders;- Ensures the programs and services that fall under Community and Correctional Services are effectively delivering Court-mandated sentences;- Ensures that facilities and services are operating in accordance with their designated legislative function: Provincial/Federal Statues (e.g. YCJA, YJA, CCC, CS Act, Probation Act, CCRA, etc.);- Assists in the completion of jurisdictional comparisons, supervision standards, security procedures; – Risk Management/Analysis oversight and consultation with senior managers;- Provide direct supervision of six senior managers and one admin support;- Responsible for Human Resources and Labour relation issues within the division;- Identifies staffing needs/requirements and participates in the recruitment and selection of employees at the senior management level;- Provide approval of new programs, policy, strategic plans, etc. Program approval and evaluation;- Oversight on the data collection and analytics capacity and responses for the Division;- Approves staffing initiatives that have been proposed by members of senior management;- Leads the development of the annual budget, including management plan and capital budget submissions, for the Division;- Responsible for monitoring budget expenditure and taking corrective action, as required;- Other duties as required.

Qualifications

Minimum Qualifications: – Applicants must have a Master’s degree in Social Sciences supplemented by courses in human relations, supervision and administration.- Must have extensive experience in related work at a senior management level in a Corrections/Justice oriented service involving both residential and community programs.- Demonstrated equivalencies will be considered- Excellent oral and written communication, problem solving and interpersonal skills.- Proven ability in budget preparation and control.- In depth knowledge of criminal behaviour and offender conduct, as well as a thorough understanding of the criminal process and correctional programs.- Sensitivity to and understanding of victim issues/needs.- Demonstrated knowledge in community development and prevention.- Successful candidates must provide proof of a successful criminal record check prior to employment.
