This is an exciting time to join the Territorial Headquarters (THQ) HR team as we have undergone a recent reorganization and are in the midst of identifying critical opportunities for growth and development within our team.
Reporting to the Territorial Director of THQ HR & Staffing Systems, the incumbent serves the Mission by supporting THQ leadership with accountability to attract, hire and onboard top talent as well as supporting the leadership of key territorial staffing activities and initiatives. The focus is high quality Staffing service delivery, including excellence in recruitment, selection, onboarding, and orientation of new THQ talent.
KEY RESPONSIBILITIES:
Accountabilities
Territorial Staffing Strategy & Program Development
- In partnership with Director, analyze TSA and marketplace trends and best practices to create and champion the implementation of a coherent staffing strategy for the Territory to promote TSA values, Equity, Diversity, Justice & Inclusion principles and to plan for and attract talent required for mission growth
- Create & launch strategy-aligned hiring principles, tools, technology and resources (interview scorecards, posting templates, employee referral program, etc.) to build capacity such that TSA consistently attracts, hires and effectively orients the highest quality staff possible
- Create a modern, engaging, effective and customizable onboarding and orientation program, providing a seamless experience that inspires and promotes mission connection, personal belonging, organizational loyalty and retention
- Identify and analyze market trends and internal workflows that impact recruitment needs, and provide recommendations to enhance policies and procedures
Territorial Headquarters Recruitment
- Design and deliver a centralized and consistent world-class recruiting process for headquarters staff (Finance and Business, IT, HR, Property, Social Mission, etc.) based on data and trends, delivering an excellent candidate and hiring manager experience and fostering an inclusive culture of diversity and belonging, while providing support to managers regarding hiring decision as the SME for talent acquisition
- Develop and communicate recruitment SLA’s, metrics and KPIs to drive efficiency, accountability & data-informed innovation, planning and decision-making
- Proactively manage a pipeline in multiple markets to effectively identify talent for current or future positions through networking, employee referrals, outreach, events, campus recruitment and other creative channels
- Develop an effective strategy to attract and recruit “hard to fill” THQ roles
- Manage employment offer process in partnership with hiring managers
Territorial Staffing Initiatives
- In partnership with Director, develop and launch territorial staffing projects to increase quality and efficiency of sourcing and talent attraction (e.g., People Promise and online employer presence, ATS, etc.)
- Design and communicate innovative sourcing and recruitment marketing strategies relevant to different hiring populations and geographies, and establishing key strategic partnerships with online job sites such as Indeed, LinkedIn, Charity Village, etc.
- Develop training materials for hiring managers on talent assessment skills, interviewing, staffing best practices, relevant legislation and policies, and risks associated with non-compliance
- Identify targeted approach and guidelines for engaging external recruitment support. Develop and manage relationships with territorial roster of preferred vendor partners, leveraging scope & size of TSA to increase quality of hire, and minimize cost and time to hire
- Facilitate key leader recruitment and onboarding processes collaborating with Regional HR Directors for identified positions across the territory
QUALIFICATIONS AND EDUCATION REQUIREMENTS:
Education, Qualifications and Certifications:
- Completion of a college or university degree in Human Resources, Business, Psychology or related field
- Specialized training and/or certification in talent acquistion, organization design and workforce planning is an asset
- Project management training preferred
- Alternative combinations of education and experience may be considered
Experience and Skilled Knowledge Requirements
- Minimum of 7-10 years of prior related experience in talent acquisition
- Minimum 3-5 years’ experience managing enterprise-wide projects
- 3-5 years’ people leadership experience preferred
- Experience in the Not-for-Profit sector is preferred

- Ability to connect and collaborate with stakeholders across the territory to drive alignment and ensure consistent process and messaging
- Strong strategic and process orientation
- Prior experience or good working understanding of union and non-union environments
