ACTING EARLY EDUCATOR

The Inuulitsivik Health Centre, with more than 900 employees, is part of the Québec health and social services network (Nunavik region). It provides front-line health and social services, notably for prevention, evaluation, diagnostics and treatment, rehabilitation and support, for the population of the Hudson subregion of roughly 7 000 persons. Moreover, it provides services related to youth protection and assumes the administration of Ullivik, located in Dorval, for the Nunavik region. The Ullivik’s mission is to receive Inuit travelling to Montréal to receive health services in participating institutions. The Inuit population is spread among seven communities along the Hudson coast, from Kuujjuaraapik to Salluit.

Acting Early is a new Ministerial program aimed at early detection of developmental delays and neurodevelopmental disorders in children 0 to 5 years of age. In Nunavik, the program will be adjusted to offer a culturally safe response to children and family’s needs, in supporting youth’s positive development.

Specialized Educator for Acting Early

This employee works under the authority of the Direction of Community Services and supervised by the Early Childhood Head of Program. The Specialized Educator will take part in the services offered by Acting Early program, as deployed by Inuulitsivik Health Center.

More specifically, the Specialized Educator will be called upon to intervene with children assessed and cared for by the Acting Early multidisciplinary team, in the 7 communities served by Inuulitsivik Health Center. He/She will be responsible for applying the intervention/service plans created for the child, while supporting concerned actors in the deployment of those plans.

Initially, the Specialized Educator will work in close collaboration with the Occupational Therapists; they will be the first professionals involved in the Acting Early service offer. The Specialized Educator will be able to refer and collaborate with the Acting Early Clinical Advisor.

The position is based in the South, with frequent travels to the 7 communities served by Inuulitsivik Health Center. Frequency and duration of trips still to be determined. If necessary, he/she will remain in contact with the people involved in the intervention plan by phone or video communication.

SKILLS

The candidate will demonstrate initiative, a capacity for autonomy and will be comfortable in all stages of the intervention process. The person will also have a well-developed sense of organization and an ability to adapt to the job demands, in addition to having good communication skills and the capacity to work in multidisciplinary and multicultural teams. He/She will demonstrate strong clinical understanding of the different developmental stages of the 0-5 year old population.

TASKS AND RESPONSIBILITIES

Direct intervention with client

• Apply intervention/service plan created by Acting early multidisciplinary team;
• Act as a navigator counselor for the families;
• Create and apply an intervention plan in specialized education, when needed;
• Share the plans with concerned actors involved in the child’s context;
• Take leadership in the establishment and animation of early stimulation play groups (Children’s Happy Day);
• Work in close collaboration with local resources.

Participate in multidisciplinary discussion table

• Share information with Acting early team regarding the progress of the interventions. Share recommendations and adjust as needed.

Support assessment of client needs

• Design, plan and implement a clinical observation process aimed at collecting data about the strengths, difficulties and adaptation needs of 0 to 5 years old children who show signs of developmental delays;
• Discuss with parents and other resources called upon to intervene with the children of data analysis collected through observation, when judged necessary.

Participation in the program deployment

• Participate in awareness raising on benefits of early intervention and information sharing concerning neurodevelopmental issues;
• Create a bond of trust with the population so that they agree to participate, in a free and informed manner, in the screening of suspected disorders affecting their children;
• Modeling and demonstrating skills in early intervention to coworkers, when judged appropriate;
• Other tasks will be added throughout the program’s development.

Record-keeping

• Complete required notes, reports and statistics concerning clients

OTHER RESPONSIBILITIES

• Participate in orientation of new employees.
• All other related duties requested by the immediate superior.

Qualifications

• DEC in Specialized Education or equivalent.
• Minimum of 2 years of experience in early childhood intervention.
• Experience with neurodevelopmental disorders would be an asset.
• Experience in intercultural intervention would be an asset.
• Flexibility and open-mindedness.
• Willingness to discover different visions of, and approaches to, individual, family, and social problems.
• Adaptability particularly as related to intervention techniques and strategies.
• Acknowledgement of, and respect for, Inuit culture and values.
• Participate in any training sessions offered by Inuulitsivik Health Center.

Conditions and benefits

Permanent full time position based in Puvirnituq

Salary rate between 23.12$/hr and 33.61$/hr

35 hres/week

3 to 4 annual exits depending on status;

Freight premium $ 115.64 / week;

**Interveners currently working in the health and social services network may apply for northern leave without pay (for up to 48 months) to work in Nunavik.**
