Policy Services is a team within the Health Professions Strategy & Practice (HPSP) provincial portfolio led by the VP, Health Professions & Practice. Policy Services supports quality healthcare for patients and families by working provincially to ensure policies are in place to support all aspects of patient care and business support functions with Alberta Health Services. Policy offers resources, development, and document management across the organization both clinically and corporately to standardize and develop governance/policies. The Policy team provides leadership and education using a collaborative approach to enable the development and implementation of complex provincial projects and consultations. The Advisor – Policy Services reports to the Director, Policy Services and can be located anywhere in the province. There is flexibility as to the location of this position within the Province of Alberta (Preferably either: Calgary – Southport Tower and Edmonton – Seventh Street Plaza). Description:
The Advisor is a key professional role within the Policy Services department, and reports to the Director. The Policy Services department is tasked with consultation services for policy sponsors, developers, and health care professionals to create, prepare, implement, and evaluate policies throughout AHS. They are responsible for facilitating and coordinating the development, consultation and approval processes for AHS-wide policy. To do this, they provide expert subject matter advice and support to partners and stakeholders regarding policy processes. Excellent analytical and decision-making skills will contribute to the timely delivery of quality work to the client. The Advisor works somewhat independently within their different areas of responsibility; however, they are also to be tasked with driving that work to completion, which includes working collaboratively with a wide range of groups and stakeholders. As such, they must be able to demonstrate the ability to work with diverse stakeholders on multidisciplinary committees to achieve common goals, especially when faced with diverse opinions among team members. Effective communication and mediation skills are a must. They are able to proactively identify priority policy topics for review and consultation – the ability to develop and maintain strong working relationships with essential stakeholders, within AHS as well as provincially and nationally, is a key skill. Understanding of project management is important, especially the ability to be flexible and to respond to change in order to deliver the timely completion of work.

Required Qualifications:
A health-related or policy-related degree is required or a combination of education and experience will be considered. Experience in a policy support role, preferably in healthcare and ideally in an organization of significant size, complexity and diversity is required. High level skill in Word, Excel, Access, PowerPoint, Visio, Outlook, Skype, and SharePoint. Extensive knowledge of clinical areas, groups and professions and the process that supports changing clinical practice. Project management skills. Change Management. Engagement Experience (IAP2).

Preferred Qualifications:
Additional relevant policy development and implementation education, training or certifications (for example Project Management, Change Management, Process Improvement). An active practice permit with the regulatory College of a health profession in Alberta is preferred. Extensive knowledge of the health system and leading/best practices preferred. Facilitation and/or coordination experience in project planning, execution reporting, monitoring and evaluation.
