We are looking for a leader to join the team in the capacity of Assistant Chief of Training and Education.
The Assistant Chief, Training is an integral part of the Branch Management Team and will oversee staff development and training, quality standards and performance measurement and policies. You will be a major contributor to the planning and implementation of proactive training that set our Fire Services apart from other municipalities. Safety is of paramount importance to our team and as such ensuring continuous development, review and improvement of training initiatives and courses will be a key performance driver for this role. Specifically, the primary duties are as follows:
Responsible for the development of an overall training and education development plan for all employees and clients, who have a desire to continue educational pursuits, in order to add value to their respective work sections. Maintains a process to identify training needs amongst all stakeholders
Lead and direct the development of performance metrics, related to training, that are based on industry standards, are comparable with other jurisdictions and address issues of relevance with real outcomes. Metrics will form the basis for a performance management system and performance development evaluation.
Organize and supervise approved training and instructional courses; schedule lectures and demonstrations and conduct subsequent examinations and evaluations. Lead and direct these activities as required.
Oversees the department’s Public Education program and provides leadership and direction related to Public Education community risk reduction initiatives.
Attends emergency incidents to perform operational monitoring in order to identify training and safety requirements, when required. Provides support to command regarding safety, risk, strategy development and tactical assignments.
Ensures a strong safety culture in the Department with a focus on incident scene safety: through leading by example, promoting safety at every opportunity, and the advancement of on-going training education, and best practices.
Oversees an overall Wellness Initiative including fitness, medical health, behavioral health, attendance support, injury prevention, rehabilitation and return to work components.
Supports emergency management training which includes facilitating and coordinating periodic presentations outlining the corporate disaster response and recovery capabilities to all stakeholders. Serves in various capacities within the Emergency Operations Centre or Command Post, when required.
Responsible for all aspects of the Industrial Relations of Branch staff including recruitment and selection, performance management, discipline, coaching, mentoring and training.
Ensure accurate maintenance of employee training records including certification and other applicable training programs. Required to identify when recertifications are required by Department staff.
Instructs classes as necessary.
Maintains authority over all personnel during instruction and training periods. Follows all rules and regulations as set out in the Provincial Occupational Health and Safety Act and the City of Regina Occupational Health and Safety Manual.
Responsible for the development of succession planning to ensure ongoing achievement of Department objectives.
Monitors organization culture and productivity, and intervenes when necessary.
Candidates must possess a high degree of problem-solving, an excellent ability to communicate and provide direction and leadership to staff, a strong ability to build relationships, a strong ability to influence and gain commitment from the team, an ability to build and maintain strong working relationships with all stakeholders (including outside agencies and the public), an ability to think globally and understand the broad implications of decisions, strong knowledge of relevant provincial and municipal laws, rules and regulations related to fire operations, and a demonstrated focus and understanding of safety and continuous improvement.
