Assistant Finance Manager, Planning

The Cowichan Valley Regional District is now accepting applications from prospective candidates to join our organization as a key member of the management team to lead our budgetary and financial planning functions.

Majestic mountains, the rugged West Coast Trail, serene lakes and one of the world’s tallest free-standing timber rail trestles all lie in the picturesque Cowichan Valley Regional District. Located on Vancouver Island, the Cowichan Valley Regional District provides a wide range of local government services to a population of 80,000, located within its 4 distinct municipalities and 9 electoral areas.

Reporting to the Manager, Finance the Assistant Finance Manager, Planning is responsible for planning, coordinating and overseeing the preparation of the Regional District’s financial plans and annual budget and providing analysis and advice to managers. This will include the preparation of the annual requisition for the Regional District and the Regional Hospital District.  Assessment of financial risks and development of risk mitigation strategies and the administration of grant applications and claims are also key accountabilities.

Essential requirements for this position include a Chartered Professional Accountant designation and six years of related progressive experience, including three years of supervisory experience, preferably in a local or regional government environment.

The ideal applicant will possess strong communication and management skills, have both knowledge and experience with local government fund accounting, budgeting practices, financial risk management, grant administration and will be adept with integrated financial software applications. 

The CVRD offers a competitive salary, a comprehensive benefits package, flextime, and participation in the Municipal Pension Plan. This position is office based, temporarily working remotely, and under consideration for ongoing remote work.
