The Role:
Reporting to the Deputy City Manager of Employee Services, the Branch Manager, Organizational Design and Development provides leadership in the development and support of a contemporary, high performing workforce equipped to deliver exceptional services to the citizens of Edmonton. Leading the sections of Organizational Development and Learning and HR Strategic Services, you will oversee the creation of strategic business plans and support initiatives related to learning and development and strategic human resource services. The Branch Manager will build meaningful relationships and connect with internal stakeholders across the organization, Council, citizens and other industry leaders.

First year goals and deliverables:
Leads people strategies and programs that support the organization to effectively manage and enable its workforce

Anticipate business opportunities, influence policy, planning and initiatives, and foster a culture of accountability through performance measurement

Review and refine strategies, programs, processes and tools to address evolving workforce adjustment requirements and support sound decision making

Implement Employee Services Client Service Hubs to better align cross functional HR expertise and support with department client service needs

Provide support for change management for people leaders and employees related to the implementation of the Enterprise Commons project

Integrate multi-disciplinary teams to work collaboratively with stakeholders supporting corporate priorities

Build new and innovative collaborative partnerships with internal departments and branches

Qualifications :
What does success look like?

Apply knowledge or training and/or education in Business, Human Resources, Organizational Effectiveness or other related disciplines

Utilize current or past experience managing teams in a large complex organization

Lead and manage change, build organizational talent and capacity, and achieve organizational outcomes

Build a respectful workplace culture and work collaboratively

Balance strategic planning with executive level consulting and communication skills

Build influential relationships with internal departments and branches

Communicate with strong political acumen, strategic planning, issue resolution and decision-making skills

Present complex ideas to diverse audiences, build positive relationships and establish clear expectations
