In the Centre Director- Centre For The Advancement of Black People role, you will build strong internal and external relationships and play an integral part in transforming Toronto Community Housing for the future!
The Centre Director will oversee the Centre, provide direction, visioning and leadership, report to the CEO and be the lead on Anti-Racism and equity discussions at the Executive Leadership Table at TCHC.
In this role you will provide and coordinate the necessary support, resources and supervision to ensure the mandate of the Centre and the implementation of the CABR Strategy are fulfilled in a manner that supports TCHC’s tenant focused culture.
The Centre Director manages and oversees Centre staff to ensure that delivery of work plans, accountability and transparency are actualized in the work of the Centre and will represent the Centre and its work in various capacities both internal and external to TCHC. The Centre Director will sit at various leadership tables to influence decision making and set the pace to keep anti-Black racism on the agenda as a priority for TCHC and the broader public sector.
What you’ll do
Capacity Building and Organizational Change Management
Manage organizational and sectorial change management initiatives and projects
Develop capacity of TCHC leadership and management to advance racial equity through learning communities and contracts
Provide senior-level consultation, coaching, and leadership development of TCHC leadership and management
Identify and facilitate peer-to-peer learning, individual jurisdiction implementation strategies, and communications support
Oversee the development of curricula and applied learning as it is related to equity and anti-Black Racism
Strategy/ Program Development/ Oversight
Oversees the development and implementation of innovative strategies and/partnerships to respond to communicated needs and challenges of black staff and tenants.
The types of programs and partnerships that this role develops are those that require project management support and that involve multiple internal and external stakeholders, as well as consistent implementation across all regions.
Oversee the implementation of the corporate strategic plan on Anti-Black Racism:
Advises the Executive Leadership Team on establishing and achieving goals and targets
Ensures organizational alignment with the plan where possible.
Review and analysis of corporate programs, procedures and initiatives to ensure they are aligned with the strategy
Conduct political and environmental analyses to inform the development and employment of strategies that advance racial equity at TCHC
Identify and develop the capacity of organizational and community partners to share in responsibility of advancing racial equity of TCHC tenants and staff
Use data to develop and design divisional, regional, and organization wide strategies to build readiness, normalize, organize, and operationalize for racial equity
Develop and manage strategic partnerships with external partners to advance racial equity
Provide strategic coaching and consultation to positional leaders at TCHC that differentiates for divisional structure and specific needs
Serve as the primary liaison between TCHC and external community agencies with respect to the CABR Strategy.
Communications/ Engagement
Oversee the development of outreach/ training/ capacity building strategies for both tenants and staff.
Review and analyze qualitative and quantitative input, trends to make recommendations on planning and policy.
Recommends course of action to Senior Leadership of how to proceed with strategies and training related to diversity and anti-black racism.
Develops program tools and frameworks to support the strategy, ensuring consistent service delivery across all regional teams.
Evaluate the success of interventions and based on this evaluation, develop a larger set of programming.
Oversee the communications and dissemination of successful Centre
Establish and nurture relations with external stakeholders such as community agencies, human rights agencies, and other housing providers (City Agencies and Commissions, ONPHA, North American Municipal Housing Providers). The purpose is to enhance TCHC’s reputation as a market leader with respect to diversity and human rights best practices.
Leadership
Provides leadership and effective management of staff including setting appropriate context , building a positive and productive team, effectively managing performance, identifying and resolving compliance issues to ensure adherence to TCHC policies and controls
Actively participates and contributes to the ongoing strategic leadership of operations within the Programs and Partnerships Unit; advising and providing guidance in the planning, development and action of short and long term strategic business plans.
Prepares reports for various stakeholders including the CEO, Executive Leadership Table and the Board.
Provides leadership, direction and support to a diverse team promoting a culture of tenant centric customer excellence
Ensures development and execution of progressive performance plans and a service delivery model within their team.
Maintains adherence to established human resources policies and procedure including collective agreements.
Ensures compliance with relevant legislation
Promotes the Toronto Community Housing Culture Model within the Unit
Manage Projects, Budgets and Organizational Systems
Oversees research, measurement and evaluation projects related to the CABR Strategy 8 Point Plan
Coordinates company-wide surveys and information gathering projects and tools
Initiates learning about and promotes increased access to knowledge and information for the board, senior leaders and the enterprise as it relates to the restructuring project
Manage multiple projects using various project management tools
What you’ll need
Post-secondary education, preferably a University degree, in a relevant discipline or advanced/specialist or technical certification or equivalent on- the-job experience
10 years’ experience in social work, social services, health, community development, not-for-profit management, or includes program development, equity and human rights, design and project management specifically addressing Anti- Racism and Anti Black Racism Work.
Experience with program development and strategy development in the Anti-Black Racism and/ or Diversity and equity space.
Experience managing complex and contentious issues on race, racism and anti-Black racism and their negative impacts on Black people in Toronto
Political Acuity it a must, including ability to navigate various politically charged environments and conversations.
Must bring an anti-oppression, equity, anti-Black racism, community development, Equity, Diversity and Inclusivity lens to partnership building, policy development, service planning, implementation oversight and evaluation.
Experience working with Black community groups or Black residents in the formulation of social policy, analysis and/or research.
In depth knowledge of social housing services and working with or in governmental agencies and challenges including social work and dealing with vulnerable populations, particularly youth populations;
Knowledge of multiple barriers tenants and staff face as a result of Anti-Black Racism; population and/or place-based social policy development; and/or issues of equity and systemic change is considered an asset.
Demonstrated progressive experience in program and strategy development, working with diverse stakeholders including private sector, non-profits, other orders of government and the community based sector.
Policy development and advocacy skills are a plus;
Work experience managing complex projects and meeting deadlines;
Strong group process and workshop facilitation skills;
Outstanding communication skills, written and oral;
Ability to absorb and synthesize information quickly and adjust strategy accordingly; and
Proactive, self-directed, and able to multitask effectively
Fluent in all levels of race and racism; experience with developing and deploying strategies that promote racial equity in an institutional environment is a plus;
Comfortable learning and facilitating racial equity workshops;
Experienced in program and project management;
Respect for differences whether racial, ethnic, class, sexual orientation, gender or class;
Effective and respectful communicator within multi-racial and multi-cultural organizational settings;
Strong team-player who works collaboratively and with colleagues to ensure timely, strategic and successful completion of work;
Comfortable exercising discernment and the ability to reprioritize tasks when there are competing demands;
Listens effectively, seeks and accepts feedback, and recognizes the importance of stretching ones-self, learning, and growing;
Is an analytic, thoughtful and strategic systems-level thinking and actor, considering the mission, objectives and work plans of the centre.
