POSITION SCOPE:
The Chief Executive Officer leads, manages and directs the daily operations of the band government administration in accordance with policies, procedures and guidelines as prescribed by Chief and Council.

The Chief Executive Officer is the liaison and conduit of information between the political body and the operations and administrative vice of the Atikameksheng Anishnawbek First Nation. Work is performed in this role is under the direction of Chief & Council.

REQUIRED QUALIFICATIONS:
Mandatory Requirements

A bachelor’s degree in Economics, Public Administration, Business Administration or other equivalent with a minimum of five (5) years progressively responsible management and experience in Administration

OR

A college diploma in Business Administration, Marketing, Accounting or other equivalent with a minimum of five (5) years progressively responsible management and experience in Administration

OR

Other combinations of experience and education, which meet the minimum requirements, may be substituted.

Additional Requirements

Knowledge of policy issues, management principles and practices relating to First Nations

Demonstrated skill in project management

Knowledge of theory and application of management, problem solving, business policies and strategic planning techniques

Skill in dealing tactfully and courteously with band members, employees, Chief and Council

Knowledge of the Indian Act

Ability to develop long-term plans, programs and budgets and to evaluate results

Ability to analyze data, trends, and facts and to derive accurate and relevant conclusions

Ability to develop clear, concise and accurate written communications such as proposals, policies, procedures, reports and correspondence

Ability to establish and maintain effective working relationships with Chief and Council, employees and community members

Ability to establish and manage priorities and programs to ensure that services and functions are performed in an efficient and responsive manner

Working knowledge of the computers and computer software

Knowledge of Atikameksheng Anishnawbek culture and traditions

A satisfactory Criminal Personal Information Check

KEY RESPONSIBILITIES:
The Chief Executive Officer shall, in every aspect of their position:

Promote the Atikameksheng Anishnawbek Vision and Mission Statements

Maintain the level of professionalism expected by the Atikameksheng Anishnawbek as outlined through the Policies and Procedures manual

Uphold the ethics of their position and the Chief Executive Officer

In addition, the Chief Executive Officer is to complete the following duties:

Attend Band Meetings and provide leadership and direction to the Directors of Atikameksheng Anishnawbek

Coordinate functions and operations between departments and establish responsibilities and procedures for attaining objectives

Review Activity Reports and financial statements to ensure objectives and plans are met

Supervise and conduct performance evaluations of the Directors within the organization

Prepare and recommend to the Council for approval, descriptions of the powers, duties, and functions of all employees of the First Nation.

Oversee, supervise, and direct the activities of all officers and employees of the First Nation.

The Chief Executive Officer will be the focal point in strategic planning, programming, and will liaison between the Directors and Chief and Council.

The Chief Executive Officer will assist band members; and serve on various committees.

Responsibilities involve extensive interaction with Directors; Chief and Council; Federal government officials and other government departments and agencies; political treaty organizations; and the North Shore Tribal Council

Chief & Council

Acts as a Liaison between Staff and Chief and Council

Ensures the implementation of Council directives for each department.

Provides leadership and direction in the development of short- and long-range planning activities as directed by Chief and Council

Develops and implements an evaluation process for departmental programs; monitors the progress of programs and keeps Chief and Council apprised of program progress, issues, and successes

Alerts Chief & Council of sensitive or complex problems in a timely fashion so that appropriate action can be taken

Works on special projects as assigned by Chief and Council

Negotiates contracts when authorized to do so by Chief and Council which fall outside established policies and procedures

Carries out other duties/projects and responsibilities as requested by Chief and Council

Program Operations

Provides leadership and direction to the Directors of Atikameksheng Anishnawbek

Conducts meetings with the Senior Management after each Band Council Meeting to provide direction, guidance, and leadership

Coordinates department activities and those of external service providers as required

Gathers, interprets, and prepares data for studies, reports, and recommendations

Participates in various associations and organizations to enhance professional growth to learn about new practices and trends and to remain informed of current affairs and issues affecting First Nations

Maintains effective working relationships with Federal, Provincial and Municipal government, private and Native organizations

Band Membership

Deals honestly, tactfully, and courteously with band members complaints

Ensures that complaints are dealt with using the complaint process in the Administration Manual

Financial

Reviews and monitors all budgets

Reviews budgets submitted by Management to Chief and Council for approval

Coordinates all individual program budgets and submits a master budget to Chief & Council

Review’s contribution arrangements and other pertinent matters and program-related issues with government officials; provide insight into government policies and regulations guiding funding arrangements; provides advice regarding matters to Chief and Council

Works with finance department to ensure that new programs and initiatives are properly accounted for

Assures that assigned areas of responsibility are performed within budget

directs cost control activities

monitors revenues and expenses to assure sound fiscal control

assures effective and efficient use of budgeted funds, personnel, materials, facilities, time, and any other resources

Identify, assess, monitor and report on financial reporting risks and risks of fraud;

Monitors and reports on the effectiveness of mitigating controls for financial risks

Attend Finance and Audit Committee Meetings

Perform any other duties of the Chief Executive Officer under Atikameksheng Anishnawbek Financial Administration Law that are not contrary or inconsistent with the Chief Executive Officer’s duties under Atikameksheng Anishnawbek Financial Administration Law

Personnel

Supervise, mentor, coach and direct the Management team

Conducts meetings after each Band Council Meeting to convey information

Provide guidance and direction to the Senior Management

Conducts Performance Evaluations of the Directors

Administrative

Prepares accurate, complete, and effective proposals as required

Submits Briefing Notes and special reports to Chief and Council concerning key issues and the operation of the organization

Issues oral and written directives

Policy

Provides support and advice to Chief and Council on new policy initiatives

Apprises staff of new initiatives and changes in policy and direction; apprises staff of decisions adopted during Council meetings and the impact on the department

Participates in the review of Atikameksheng Anishnawbek Policy

Outlines and establishes measures and procedures for handling, storing, safe keeping and destroying classified records and documents, and for granting personnel or visitors access to classified material or entry into restricted areas

The Chief Executive Officer will develop public relations policies designed to improve Atikameksheng Anishnawbek image and relations with employees, stakeholders, and the public
