Job Summary/Basic Function
The Community Energy Specialist is responsible to support the development of policies and programs that move the City of Kelowna towards a low carbon energy future. The incumbent will primarily focus on projects that aim to reduce energy use and greenhouse gas emissions in the following areas:
- New Buildings
- Existing Buildings
- Low-carbon transportation (focus on electrification)
This position may also provide support to investigate new renewable natural gas opportunities and support other climate action initiatives that align with FortisBC’s Climate Action Partners Program (e.g. renewable energy, green infrastructure, etc.). The position will also leverage municipal touch points to provide information and greater awareness of FortisBC programs.
In addition, the incumbent must work cooperatively and liaise with a variety of other City managers, staff, contractors, and outside agencies, including but not limited to FortisBC.
Duties
1. Develop and implement a Community Energy Program
- Develop Energy Step Code Strategy for upper steps and/or a strategy for low carbon Step Code options in addition to implementation of the current steps for Part 3 and P 9 buildings;
- Complete and implement a Community Energy Retrofit Strategy to encourage existing building stock to become more energy efficient;
- Implement select portions of the Community Electric Mobility Strategy (to be released Spring 2021);
– Leverage municipal touch points to provide information and greater awareness of FortisBC Conservation and Energy Management programs, focusing on residential and commercial sectors.
2. Engage City staff, the community stakeholders and the community – Liaises with City staff, stakeholders (including FortisBC) and the public with the goal of influencing change to reduce community energy use; – Raises community awareness of programs and incentives for low carbon energy solutions; and – Investigates opportunities to partner with stakeholders on initiatives that reduce community energy use and greenhouse gas emissions.
3. Prepare reports and presentations
– Prepares and submits quarterly reports on program achievements; and
– Prepares reports and presentations on community energy reduction options.
4. Policy research and development
– Undertakes research, data collection and policy analysis and provides advice recommendations best management practices and policy
Qualifications
Must have a minimum 4 years related work experience as well as a post-secondary degree or diploma in engineering, planning, natural resource management or related field
One or more of the following additional accreditation is also desirable: Certified Energy Advisor, Certified Energy Manager, Graduate degree in public policy, sustainability, resource management, or a related business field; Registered Professional Engineer; Registered Planner; and/or Sustainable Energy Management.
