Description
The Outreach Worker is responsible for operating the program under the direction of the CFS Coordinator, to provide aid, plan, facilitate and coordinate Life Skills Programs for the TSA Community and Family Services.
KEY RESPONSIBILITIES:
Accountabilities:
- Works under the direction of the local MU leader / CFS Coordinator: maintains the Community Outreach Program to serve food, help meet needs through programming to those experiencing homelessness or need other assistance.
- Recruits, trains, and coordinates volunteers according to Salvation Army policies & procedures.
- Makes contact with those experiencing homelessness/other needs, assessing their needs and connects them with the appropriate service, including shelter, housing, addictions, mental health, etc. May perform the VAT with clients to assess needs.
- Monitors appropriate behaviour of clients at Food Truck; intervenes in crisis situations, provides emotional support and advocacy as required.
- Record and maintain statistical information within parameters set by The Salvation Army and funders/program.
- Represent the Salvation Army Community & Family Services while working with other service agencies to advocate for clients.
- Assist CFS Coordinator in planning and facilitating all in-house programs
- Work alongside CFS Coordinator and CFS Worker in organizing seasonal or special programs (income tax preparation, Summer Camps, Toy drives, Lunch programs etc.)
- Continue the ongoing networks with government, social service providers, schools and community organizations to co-ordinate resources for the benefit of the client
- Provide Corps Officers with weekly reports on current activities.
- On occasion, assist when needed, with Christmas food hampers Toy packing and distribution.
- Performs other duties as assigned

- Service agencies, Liaises with Police, funders, court personnel, community agencies, families, and other staff members, community network
MANAGERIAL/Technical Leadership RESPONSIBILITY:
- Reports directly to: Community & Family Services Coordinator
FINANCIAL AND MATERIALS MANAGEMENT:
- May use funds to purchase supplies for program
- The incumbent may be involved in financial resources, (ie Christmas Kettles)
WORKING CONDITIONS:
- The work environment is typically in the office space
- The incumbent may have some travel. (Program Van is provided)
- The incumbent may have occasional evening work
- This job requires the ability to work independently while part of a team, set priorities, manage multiple tasks, and meet deadlines.
- The employee may come in contact with people who are often angry, possibly violent, and vulnerable
- The performance of the job requires continuously sitting for long periods of time, entering client data and may include some lifting.
The incumbent must take the following precautionary measures (in addition to health and safety rules):
- Universal Precautions
- Immunization for Hepatitis B, Tuberculosis
- Use all required PPE

QUALIFICATIONS AND EDUCATION REQUIREMENTS:

- Completed High School Diploma
- Diploma in Social Services or related field or equivalent combination of education and experience an asset
Experience and Skilled Knowledge Requirements
- Have two but less than three years prior related experience, including frontline experience in a social service environment and a solid understanding of the issues surrounding homelessness
- Training in Vulnerability Assessment Tool (VAT)
- Training in crisis intervention, conflict resolution and mediation skills is essential.
- Must have First Aid and CPR certificate
- Have a thorough knowledge of homelessness and of the issues facing clients
- Must have a Class 5 Driver’s License and access to a vehicle
- Demonstrate effective interpersonal, organizational and time management skills
- Intermediate computer skills
- Ability to identify sensitive issues and maintain confidentiality.
- Must be sensitive to and respectful of cultural and lifestyle diversity.

Skills and Capabilities:
- Strong sense of integrity and confidentiality with professional ethics and a balanced sense of fairness and flexibility.
- Must demonstrate a positive attitude towards the homeless and individuals with substance abuse and concurrent problems, including mental health concerns.
Working Conditions: 35 hours per week
Monday to Friday with some evenings
