Reporting to the Territorial Compensation Manager, the position supports the development, implementation and administration of fair and competitive compensation management processes across the Territory. The incumbent will act as a point of contact and provide support to Territorial and Divisional HR Advisors and MU supervisors with job analysis and evaluation, clarification of compensation policy and process. They will participate in compensation program and salary structure design and administration, and coordinate job design and job evaluation processes, conduct pay equity analysis and competitive market salary surveys.
KEY RESPONSIBILITIES:
Accountabilities:
Job Evaluation:
- Evaluate jobs using established evaluation systems, utilizing online tools to capture job information and perform fair and consistent job evaluations and documentation.
- Support job evaluation committees ensuring consistent application of job evaluation tools.
- Support Territorial compliance with Pay Equity legislation with proactive analysis as required.
- Provide training to Divisional/Territorial Leaders on the Job Evaluation process on a scheduled basis.
Job Accountability Analysis and Job Design:
- Provide guidance to HR Advisors/HR Leaders on best practices to gather information concerning responsibilities, organizational relationships, knowledge requirements, problem solving requirements, accountabilities and work environment.
- Collaborates with Divisional HR teams and Ministry Unit leaders to ensure they have captured accurate, complete and well-organized job information and clear job descriptions are developed prior to job evaluation submissions.
- Review and facilitate the updating of job descriptions to clarify responsibilities considering other roles within the same group/function and organizational structure.
- Advise HR advisors on the need to apply the TSA Accountability Framework to clarify accountabilities consistently across the Territory.
Salary Survey/Market Data Analysis:
- Participate in the management of compensation surveys and the collection of relevant market data to our benchmark jobs.
- Review salary surveys, conduct analysis of market data and internal salary information, and make recommendations on individual job and organizational pay line movement.
- Review changes in wages and salary ranges in compliance with TSA policy and Employment legislation.
Performance Management:
- Assist in the administration of merit pay planning and administration.
Training
- Deliver training and education on compensation processes and salary administration for HR partners and key supervisors.
- Provide appropriate guidance regarding pay decisions, policies and job evaluation, communicating with clarity and consistency.
- Create materials to effectively communicate compensation program, policies and practices to employees and leaders.
QUALIFICATIONS AND EDUCATION REQUIREMENTS:
Education Qualifications and Certifications:
- Bachelor’s degree in Human Resources, business or a related field
- Working towards or completion of CHRP/CCP
Experience and Skilled Knowledge Requirements:
- 2-3 years of experience in compensation management and/or human resource management
- General knowledge related to the administration of compensation and benefits programs, various employment laws and practices, and union agreements
- Knowledge of Pay Equity legislation
- Ability to present complex data in a simplified and easy to understand format
- Strong analytical skills
