Description
The Director of Anti-Human Trafficking Programs provides holistic and inspiring leadership through the development, oversight, supervision, and monitoring of all Illuminate programs and efforts in BC as assigned, including the Deborah’s Gate Live In Safehouse and the Propel Survivor Development Centre, in adherence to the Funder’s standards and Salvation Army’s published policies and procedures.

KEY RESPONSIBILITIES:
The incumbent is responsible for the following range of job duties characteristic, or typical of the job class:
General
- Demonstrates the core values of The Salvation Army in the performance of all job responsibilities and through personal example, ensures that an inclusive spiritual focus is applied to all Illuminate programs & initiatives.
- Exemplifies by word and action a positive and professional role model for Clients and employees of The Salvation Army, contributes to the mission and goals of The Salvation Army.
- Participates as part of The Salvation Army Leadership team, in visioning and strategic planning, as well as program evaluation and divisional communication strategies
- Responsible for the development, coordination, and delivery of Anti-Human Trafficking Programs through Illuminate; and for departmental compliance with all applicable Salvation Army policies and procedures, applicable Municipal, Provincial, Federal requirements, and where applicable Funder contractual requirements.
- Responsible for hiring, orientating, training, evaluating, disciplining, and terminating in consultation with the Executive Director or designate. Schedules staff in accordance with government, collective agreements. and Salvation Army standards; addresses complaints/grievances, may participate in union negotiations, follow-up and investigation of incidents, and for making appropriate recommendations.
- Leads the development of policy and procedure related to Illuminate programs
- Responsible for purchasing supplies, maintaining inventory
- Required to develop professionally through attendance at conferences, seminars, and other various training and /or educational courses, ensure an up-to-date focus on anti-human trafficking work and resource the varying Illuminate teams
- Attends and participates in meetings as required.
Finance
- Design and structure budgets for new and existing projects, utilize activity-based costing, and conduct financial forecasting. Liaise closely with in-house Financial Management.
- Take responsibility & accountability for the financial oversight of all programs, reporting pertinent information and completing requirements such as funding & activity reports for funders and The Salvation Army, take responsibility for the administration of the program budgets throughout the year, and reports accordingly
- Research and identify program-related needs and areas of development for funding and donations, foster relationships with funding opportunities as per the direction of the Executive Director
- Apply for human trafficking-specific grants and funding opportunities including complex grant writing, build and maintain relationships with relevant foundations, donors, and government agencies
- Provide ongoing program reports and meet funding requirements, coordinate accounting and financial division of funds appropriately as per program budgets
Communications & Stakeholder Engagement
- Oversee and coordinate staff efforts for provincial efforts including Anti-Human Trafficking public and private events, hosting and participating in key consultation committees, training and education offered. Represent The Salvation Army at key community events, stakeholder meetings, Salvation Army events where requested
- Develop ongoing community support and partnerships in BC and throughout Canada for referrals & promotion of our programming
- Work in partnership with our Executive Director and Divisional Headquarters for Divisional and Territorial communication strategies and initiatives
Program Development & Oversight
- Lead the development, implementation, and evaluation of all Illuminate Programs; take responsibility for all staff, Clients, and departmental units/sites, as designated by the Executive Director.
- Ensure all programs follow and adhere to our Freedom Model, including De-Colonizing Praxis, Trauma Specific Care, Maslow’s Hierarchy of Needs, and the Psychosocial Rehabilitation Model.
- Hold programs accountable to best practices, including regular auditing, completing and following accreditation standards, and integration of lived experience consultation.
- Responsible for overseeing and leading a multi-disciplinary team in appropriate crisis intervention, basic counseling skills, and support as required, including wellness support
- Oversee agreements with contracted service providers negotiate rates and agreements, ensure staff maintain proper records, logbooks, database files, client care plans, monthly case management meetings
- Responsible for maintaining awareness of program related problems (client or facility related) experienced by clients & staff, upkeep of a comprehensive team wellness strategy
- Encourage, design, and participate in lived experience inclusion initiatives, ensuring each program is informed by those it serves (such as advisory committees, practicum students, Client staff placements), uphold Ethical Storytelling approaches
- Investigate and address Client complaints/grievances, coordinate mediation meetings
- Provide monthly and annual program reports and statistical program analysis identifying key trends, and measurable outcomes
- Monitor staff safety practices in compliance with health and safety standards, conduct risk analysis, follow and teach best practices in operational health and safety, complete incident reports
- Arrange for relevant training for Illuminate staff
Human Resources
- Develop, train, and oversee new job descriptions and categories for funding specific positions,
- Oversee the hiring, orientating, training, evaluating, disciplining, and termination of staff, adhere to relevant collective agreements
- Oversee and train coordination and management teams of Anti-Human Trafficking Programs, create and implement ongoing training and ensure relevant resources are provided for new and current staff to stay up to date on the issue of human trafficking and trauma-informed therapeutic care; arrange for relevant community partners as guest speakers for training
- Provide mentoring and coaching to supervisory team leaders, building their leadership trajectories and growing their capacity through servant leadership
- Ensure that staff maintain the safety, security, and upkeep of the departmental assets and facility, research and apply best practices for the security & protection of residents, collaborate with internal Managers and Directors
- Ensure accordance with and provide leadership in the development and implementation of case management and case coordination for supporting survivors of human trafficking, developing best practices, and research.
- Responsible for development and succession planning for Anti-Human Trafficking Program positions
- Oversee & support supervisory staff in the development of policy and procedure related to all program operations
- Performs the other duties as assigned.
QUALIFICATIONS AND EDUCATION REQUIREMENTS:

Education/Certifications:
The successful job applicant will have completed an undergraduate degree in a relevant field. A master’s degree in a relevant field is preferable. An alternative level of education and experience may be acceptable.
- A degree in social service, human sciences or related field or other relevant degrees, diploma or equivalent
- Be able to successfully obtain CSC Enhanced Security Clearance (CPIC)
- Valid First Aid/CPR certificate
- Non-violent Crisis Intervention (if not certified upon hire, required within 6 months of successful qualification)
- Interpersonal Conflict Resolution (if not certified upon hire, required within 12 months of successful qualification)
Experience:
The incumbent must have the following experience before hiring:
- Five years but less than ten years of prior related experience, including, experience working with youth and adults, and supervisory experience overseeing staff teams and Client-focused programs.
- Demonstrated knowledge of and experience with theory, principles, and practices specifically in the human services field and issues including human trafficking, domestic violence/abuse, substance abuse & mental health, and inequality, poverty, human rights, and homelessness issues are required.
- Demonstrated understanding of financial and statistical reporting is preferred, experience managing a multi-million dollar budget.
- Demonstrated track record of fundraising, including complex grant writing, donor communication, and annual funding strategies
Required Skills/Knowledge:
The successful applicant will be a mature Christian affirmed by character, values, and lifestyle and willing and able to affirm and support the Mission and Values Statements of The Salvation Army.
- Demonstrated computer skills in Microsoft Office applications are required. Other preferable systems experience includes Apricot, Canva, Teams, Zoom.
- Demonstrated effective interpersonal, conflict resolution, organizational, and time management skills.
- Demonstrated ability to communicate effectively both orally and in writing is essential.
- Demonstrated ability to work independently or in a team setting
