Major Responsibilities:
Develops, designs and implements functional policies and programs that make major changes in overall business performance based on long-term needs. Contributes to the continuous improvement of divisional performance through analysis and the development and implementation of sound management practices and procedures, provides program management staff with direction and guidance, processes and tools to increase efficiencies and improve effectiveness of the services provided by this section.

Directs, through subordinate management staff, all activities of the -service area, delegating management responsibility.

Leads and motivates a diverse workforce, ensures effective teamwork, provides resolution to controversial labour relations issues, ensures high standards of work quality and organizational performance, continuous learning and encourages innovation in others.

Develops, recommends and administers the annual budget for the service area, ensures effective fleet management and that the section’s expenditures are controlled and maintained within approved budget limitations.

Provides senior level leadership of the By-Law Enforcement service-area, consisting of business Licensing Enforcement, Private Transportation Company, Parks and Waste Enforcement, and Prosecution Support teams, who are responsible for the enforcement and prosecution of Toronto Municipal Code chapters.

Assumes responsibility for the overall efficiency, performance and effectiveness of the By-Law Enforcement service -area and makes recommendations to enhance its effectiveness.

Sets the strategic direction and actions to ensure effective service delivery. Develops the strategic and operational plans and processes for the service line.

Develops targeted and coordinated enforcement activities with other law enforcement agencies, including municipal and provincial regulatory bodies.

Provides senior leadership direction for all aspects of enforcement activities, including the oversight of the Management team, leading the daily operations of the teams within the service –

Develops, monitors and is accountable for all performance metrics related to the unit.

Ensures that all Divisional rules, policies and procedures are effective and compliant with all statutory requirements, such as the Provincial Offences Act, Statutory Powers Act, Canada Evidence Act, Criminal Code, and all other municipal, provincial and federal regulations.

Monitors the effectiveness and efficiency of Enforcement service area- staff and develops performance targets and efficiency metrics.

Monitors the effectiveness, process and quality of case files as prepared by the Prosecutions Unit. Liaises with Court Services and Legal Services to ensure effective and appropriate prosecutorial approaches and results. Liaises with Council to address constituent- and ward-specific enforcement-related initiatives.

Ensures Enforcement staff are properly trained and adequately equipped to undertake thorough enforcement and compliance actions, develop appropriate resolution actions, increase efficiencies and improve overall effectiveness of the service provided by the service –

Contributes to the continuous improvement of divisional performance through analysis and the development and implementation of sound management practices and procedures.

Develops strategic direction and vision for the Enforcement portfolio of programs, including the coordination of related investigation and by-law enforcement programming across the Corporation, and leads staff through a process of planning and development of long range objectives.

Acts as an innovative leader to demonstrate commitment to the organizational values and principles and forms effective partnerships with various stakeholders.

Improves harmonization and rationalization of policy, service delivery and Municipal by-laws to ensure congruence in service delivery of a wide-ranging portfolio of enforcement activities- across the entire city. Provides senior level policy advice regarding effective enforcement of new program initiatives, as mandated by City Council or reflecting continuous improvement objectives within the Division, including projected financial impacts, implementation strategies and inspection/enforcement protocols.

Participates in complex organizational and management change initiatives and the creation of a workplace that supports and is conducive to a high level of individual and organizational performance. Provides and encourages opportunities for intellectual growth, creative teamwork and professional accountability.

Monitors the workload and effectiveness across the service –area and advises the Executive Director on Key Performance Indicators as they relate to service demands, response times, and resolution metrics.

Represents the Division at Council and Council Committee meetings, in addition to stakeholder, business leaders and industry groups and other general community meetings, at the request of, or in support of the Executive Director.

Liaises with the public, associations, business owners, industries, lawyers and agencies to communicate sound advice and direction with respect to municipal law enforcement.

Builds and maintains an effective and collegial working relationship with stakeholders. Acts for the Executive Director, as required.

Key Qualifications:
Post-secondary education in law, law enforcement, public administration, management or in a professional discipline pertinent to the job function plus relevant management training and experience, or an equivalent combination of education and experience.

Extensive experience in a law enforcement/regulatory organization at a senior managerial level or higher including regulatory or enforcement program development, effective fleet management, human resources management, preferably in a unionized setting as well as the oversight and direction of enforcement related service delivery in the public domain.

Demonstrated ability to develop strategic and operational partnerships to advance law enforcement/regulatory programs and initiatives, to address complex community issues.

Significant experience/knowledge in the interpretation and application of municipal, provincial and/or federal statutes.

Significant experience working and liaising within the court and judicial systems, including the ability to navigate complex legal procedures.

Ability to develop service delivery strategies, policies and programs based on evaluation of operational processes, shifting service demands, emerging issues and changes in public policy and legislation.

Proven ability making critical and strategic decisions, demonstrating innovation and results oriented leadership, fiscal accountability and strong customer service orientation.

Ability to develop, implement, monitor and measure the achievement of section-wide values, goals, and objectives.

Ability to communicate a vision and engage others in its achievement and lead change through teamwork and a commitment to excellence.

Experience with financial reporting processes, including budget control, forecasting and interpreting financial reports.

Highly developed interpersonal and communication skills, with the ability to creatively problem solve and build effective working relationships with a variety of stakeholders including various political levels, communities, staff and media.
