Job Summary
Reporting to the Executive Director, Undergraduate Admissions & Recruitment, the Director, International Undergraduate Enrolment is a member of the Undergraduate Admission and Recruitment Management team and is responsible for providing strategic leadership in the planning, development, delivery, review, and assessment of functions and processes core to the admission and enrolment of international undergraduate students for the Office of Undergraduate Admission and Recruitment (UAR).
Through leadership of the international undergraduate admission team, the incumbent will plan, coordinate, execute, and evaluate the effectiveness of strategies and tactics to admit and enrol international undergraduate students in support of the strategic enrolment objectives of the university. The Director will establish and foster strategic partnerships internal and external to the university, support policy development, and develop, implement, and evaluate short and long-term plans and activities related to admission, registration, student awards, academic records and fees, and retention.
Note: The incumbent will be required to undertake significant annual domestic and international travel and work non-traditional hours, including evenings/weekends.
Job Description
KEY RESPONSIBILITIES:
- Accountable for the strategic direction, planning, and overall delivery of a suite of admission programs, structures, and initiatives to meet the university’s international enrolment goals.
- Provides expert advice and guidance to senior administrators on international enrolment matters.
- Develop appropriate measurement criteria to evaluate the effectiveness of recruitment activities and business processes; recommend and implement strategies and tactics to improve results and ensure achievement of international enrolment targets.
- Ensure delivery of seamless integrated service to all clients, including prospective international applicants, admitted students and parents, providing a continuum of exceptional service and support from initial inquiry through arrival at Queen’s.
- Manage budget planning and recommend resource allocation. This includes developing comprehensive annual and longer-term business plans, aligned with University objectives for international undergraduate enrolment.
- Conducts research and analysis related to international enrolment trends, delivering results and recommendations as a subject matter expert to a wide variety of executive-level audiences through both written reports and presentations.
- Provides strategic leadership within UAR regarding policy development, project design and implementation.
- Collaborates with diverse internal and external stakeholders to identify and implement system and procedural best practices in response to technological advancements and policy changes at the undergraduate level in support of recruitment and admission business processes.
- Identifies, develops, and maintains relationships with key partners, including internal and external stakeholders, agencies, students, alumni, and governmental and non-governmental organizations involved with the marketing of post-secondary education in Canada and abroad.
- Represents the university on various provincial and national committees and boards relating to the admission and enrolment of undergraduate international students.
- Oversees, attends, and provides leadership on the execution of various recruitment activities and large-scale events in identified target markets.
- Develops partnerships with schools, universities, and other PSE education organizations to support undergraduate enrolment priorities.
- Works closely in collaboration with the UAR Management Team to identify opportunities for enhancements to the university’s student information system and other enterprise platforms with the goal of improving the effectiveness, efficiency, and reliability of recruitment, admission, and enrolment processes.
- Works in close collaboration with the Director (Recruitment, Marketing, and Communications) to support the implementation and execution of effective recruitment and marketing strategies for prospective international undergraduate students.
- Remains current on various high school curricula, graduation standards, and admission requirements of comparator institutions.
- Collaborates with faculties and various stakeholders within the Division of Student Affairs to support transition and retention of international students.
- Plans, prioritizes and manages the work of employees, providing strategic and tactical advice, guidance and coaching. Identifies the need for staff resources, participates on staffing committees, and makes effective recommendations regarding employee selection.
- Manages performance by establishing performance standards, reviewing and evaluating performance and conducting formal performance reviews on an ongoing basis.
- Assesses staff training and development needs, and ensures that employees receive training required to improve and sustain successful performance.
- Investigates, addresses, and resolves employee/labour relations issues, including disciplinary matters. Makes decisions or effective recommendations on matters involving possible disciplinary, discharge and probationary termination.
- Performs key responsibilities in the absence of the Executive Director.
- Represents the portfolio by participating in discussions on various university-wide issues and policy formulation.
- Serves on committees as a representative of the Office of the V-P/Dean as required.
- Other duties as assigned.
REQUIRED QUALIFICATIONS:
- A University degree combined with a minimum of 10 years of administrative experience in a post-secondary environment
- Minimum 5 years of experience in a leadership role, including managing and directing a large team of individuals carrying out a diverse range of activities
- Broad knowledge of the University structure, policy and administrative systems and academic programs, regulations, policies and procedures
- Experience developing proposals and project plans, including measurement criteria
- Experience in strategic planning, policy development and writing, data acquisition and analysis, and in drafting reports for internal and external stakeholders
- Experience developing presentations and speaking to large groups of people
- Valid passport required with no travel restrictions
- Valid Province of Ontario Class G driver’s license required
- Consideration may be given to an equivalent combination of education and experience.

- Ability to form strong and effective relationships with peers, other educational institutions, government and diplomatic offices, and with individual students, parents, and guidance counsellors
- Experience managing in a unionized environment
- Strategic planning skills with a focus on curriculum/program development, recruitment and admissions
- A high degree of expertise, judgement, and experience with academic/admission matters in order to advise faculties, committees, and project teams
- Excellent interpersonal and diplomacy skills as well as strong intercultural communication skills
- Ability to undertake significant annual international travel and work non-traditional hours, including evenings/weekends
- Excellent organizational skills and ability to coordinate and lead the execution of activities efficiently and effectively, including the direction of several employees.
- Specific experience with PeopleSoft Student an asset.
- Technical and conceptual skills with experience and understanding of a variety of automated systems, ability to apply these systems and information banks/databases to solve problems, integrate activities, provide information, and facilitate communication, in order to accomplish tasks and objectives efficiently and effectively
- Ability to foster and further develop a team-based, positive work environment within the unit in a collaborative and collegial manner with specific emphasis on EDII.
DECISION MAKING:
- Determine business and operating plans and best strategies to attract qualified applicants and meet the University’s admission goals
- Decide upon recommend course of action to resolve issues to be brought forward to the Executive Director and determine when to escalate issues
- Decide on resource allocation as well as staff and budget recommendations for supplemental resources to support unit plans and strategies
- Identify opportunities for improvement and provide recommendations for changes, including the introduction of new policies, procedures, processes, and reporting mechanisms, to best address the needs of multiple stakeholders and achieve international enrolment objectives
- Interpret Queen’s policies and procedures as they apply to a wide range of complex matters related to recruitment and admission, which the Executive Director and other senior administrators act or rely on as the basis for decisions
- Prioritize own work and work of team members in accordance with evolving and/or competing priorities. Determine appropriate assignment of resources, evaluate progress, assist in solving problems and suggest directions that will enable achievement of admission targets
- Determine best strategies to build the necessary internal and external relationships required for success in the role
- Evaluate job candidates and make effective recommendations on suitable hires
- Make decisions and/or effective recommendations regarding transfers and promotions
- Evaluate employee performance and decide on appropriate training or coaching to address lack of proficiency in carrying out responsibilities, or remedial action for staff disciplinary situations
- Assess investigation outcome of grievances and make effective recommendations on appropriate course of action or next steps on grievances
- Make effective recommendations on level of discipline up to discharge and probationary termination
