Reporting to the Chief Administrative Officer, the Director of Community Services is responsible for managing and coordinating all functions within the Community Services Department. Areas of responsibility include Family and Community Support Services, Agricultural Services, Parks and Recreation, Cemeteries, Historical and Cultural Facilities and Social Transportation.
Position Responsibilities
Managerial
Prepare annual budget, business plans and capital plans.
Advise the Chief Administrative Officer regarding policy issues relating to Community Services functions.
Manage and report on compliance with the strategic plan approved by County Council.
Prepare submissions to County Council for consideration and decision.
Attend and participate in all regular and special meetings of Council and Council Strategic Planning sessions as required.
Coordinate recruitment and hiring approvals of all staff, including seasonal, casual and full time.
Act in any role, as appointed, within the Emergency Operations Centre.
Approve financial expenditures to the level assigned by the Chief Administrative Officer.
Conduct any other related duties as directed by the CAO.
Family and Community Support Service
Ensure the coordination of the FCSS Board meetings
Assist the FCSS Board and staff to develop annual and long-term goals and objectives and measurements.
Ensure that staff carries out the direction and programs approved by Council.
Maintain liaison with provincial and regional staff and agencies to ensure community social services and prevention issues are addressed.
Negotiate agreements with partner municipalities and agencies to ensure service provision for residents.
Assess all grant funding applications to ensure they meet the FCSS mandate.
Keep informed on relevant issues in the preventive social services field.
Agricultural Services
Ensure the coordination of the Agricultural Services Board meetings
Assist Council and staff to develop annual and long-term goals and objectives.
Evaluate the operation of the Agricultural Services program delivery.
Ensure that staff carries out the direction and programs approved by Council
Maintain liaison with provincial and regional staff and producer groups to stay current on agricultural issues.
Negotiate agreements with granting agencies and producer groups to ensure service provision for residents.
Develop and assign monitoring of contracts and agreements for weed control, pest management and other services required.
Keep informed on relevant issues in the agricultural services field.
Parks and Recreation
Assign staff to provide advisory assistance to recreation and other community boards regarding non-profit society operations, including application for grant funding.
Develop annual and long-term goals and objectives for the Parks and Recreation program in conjunction with Council, staff and operators.
Ensure staff carries out the direction and programs approved by Council.
Ensure coordination of contracts and agreements for repair, maintenance and capital projects in County facilities.
Develop agreements with non-profit groups for the operations of County owned recreation facilities
Negotiate agreements with adjacent municipalities providing recreation services to County residents.
Keep informed on relevant issues in the recreation services field.
Cemeteries
Administer the operation of the Evansburg Cemetery in accordance with the relevant legislation.
Authorize all Yellowhead County grants to cemeteries within the assigned budget.
Advise Council on cemetery issues and prepare the annual cemetery budget.
Maintain liaison with provincial staff and local cemetery boards to facilitate appropriate cemetery services are available to County residents.
Libraries, Historical and Cultural Facilities
Act as a liaison with the Yellowhead County Library Board for budget development and approval.
Provide advisory assistance to the Library Board in negotiating agreements with adjacent municipalities providing library services to County residents.
Ensure coordination of maintenance and repair of County owned library and museum facilities.
Provide advisory assistance to Council regarding County cultural and heritage policy, budgeting and financial management.
Assign staff to provide advisory assistance to cultural/heritage and other community boards regarding non-profit society operations, including applications for grant funding.
Maintain liaison with the Library Board, provincial staff and local societies to facilitate communication regarding service development and delivery.
Develop agreements with non-profit groups for the operations of County owned heritage facilities and assign staff to monitor to ensure compliance of these agreements.
Attend County Board meetings upon the request of the Board or as directed by the Chief Administrative Officer.
Social Transportation
When applicable negotiate agreements for grant funding with local providers of social transportation services.
Monitor agreements to ensure service provision to residents and financial accountability for grants provided.
Minimum Qualifications
Education/Skills
Post-secondary diploma in a community services field
Strong supervisory skills
Demonstrated strong presentation skills
Ability to analyze information and prepare reports
Valid Class 5 driver’s license
Defensive driving certificate
Three (3) years field experience as a manager in a Community Service Department
Experience developing and managing budgets

Post-secondary degree in Recreation, Social Work, Business Administration or Agriculture
Local Government Certificate Program
Seven (7) years working as a Director in a Community Service Department
Experience developing agreements and contracts for service
Experience negotiating inter-municipal agreements
Working Environment:
Work is conducted primarily in the office environment
Dealing with complaints and conflict resolution is required
Working and negotiating with groups of people in community settings is required
Working alone in the community is required
The salary range is $131,654 – $166,638 per year. Yellowhead County offers a competitive benefit package.
