Job Title: Director of Operations, Full time

Location of Position: Central Newfoundland

Hours of Work: 35 hours per week

Rate of Pay: $ 65,000 per year

Job Description:
Reporting to the Band Manager, the Director of Operations will be responsible for the oversight of administrative and operational services, including information technology, reception, Indian registration, community comprehensive plan and physical infrastructure. As a member of the senior management team, the Director of Operations will be involved in a range of strategic planning and internal initiatives.

This position will have direct management responsibility for staff in the positions of Indian Registration Administrator, SCIS Receiving Clerk, Receptionist, Computing Specialist, ICT Support Technician and Comprehensive Community Plan Coordinator.

Responsibilities:
Administration/Operations

The Director of Operations will work with the Band Manager and other senior management to maintain the organization’s administrative and operational processes, with a goal of continuously developing and improving operating systems. Organizational evaluation will be a key area of responsibility as the Band will be held accountable to outside funders for specific portions of its mandate. Other responsibilities include:

Establishment and maintenance of internal controls to ensure compliance with human resources legislation, policies and procedures

Evaluate the performance of, and provide training and development opportunities for the Administration staff

Provide leadership by delegating tasks, responding to staff inquiries and providing overall direction to section employees

Responsible for Qalipu’s Quality Management Program which in turn supports the Bands ISO 9001-2015 Certification

Information Technology

The Director of Operations must continually evaluate and improve the Band’s information technology infrastructure and capacity, implementing appropriate technologies to support key capabilities as required for future growth. Data and knowledge management will be key areas as the organization forms. Other responsibilities will include overseeing of:

Website maintenance

Monitoring and responding to internal IT capacity requirements

Manage the maintenance and upgrade of information technology systems

Indian Registration Administration

The Director of Operations will work with the Indian Registration Administrator on the maintaining and up-dating the Band’s official membership list.

Band Council Election

The Director will work with the Band Manager to oversee the execution of the Band Council Elections in accordance with the Election Code.

Other Responsibilities

The Director of Operations may be required to fulfill other responsibilities as identified by the employer.

Qualifications:
Education: The ideal candidate will possess a Bachelor’s level degree in Commerce, Business Management or a related area from an accredited university or college. Other related Post-Secondary education will be considered.

Experience: The Director of Operations will have experience in multiple operational departments managing an organization or department unit similar in size and scope. Experience in business development and analyzing financial statements would be an asset. The Director will have three years of experience working at a management level within a fast paced and demanding organization. The Director will have experience in leading strategic planning activities and administering effective organizations that have multiple functional areas. The Director must be of an enthusiastic spirit to be part of an evolving organization. The Director must have previous experience in team leadership responsibilities in a fast paced and demanding environment.

Other qualifications will include:
Experience with audit functions, organizational legal compliance, and budgeting

Experience in organizational development and human resources management

Experience with Information Technology, particularly as it applies to data and knowledge management

General management and team leadership skills

Experience in effective reporting of key data

Excellent interpersonal, communications and organizational skills

Working Conditions: This position is office based. The duties are predominantly met during regular business hours. Some overtime work and travel will be required at specific times throughout the year.
